Obama Administration Conducted Multiple Environmental Reviews of Current Gulf of Mexico Lease Sales, Considered Climate Impacts

Washington, D.C. – National Ocean Industries Association (NOIA) President Erik Milito issued the following statement after the Bureau of Ocean Energy Management (BOEM) announced that it is rescinding the Record of Decision (ROD) for the Gulf of Mexico (GOM) Oil and Gas Lease Sale 257:

“We remain hopeful that the Administration will proceed with the lease sale upon completion of its review. Pursuant to the Outer Continental Shelf Lands Act, Interior completed multiple environmental reviews and specifically considered the climate impacts in 2016 during the Obama Administration.

“The Obama Administration review of the 2017-2022 Five Year Plan for offshore oil and gas leasing determined GHG emissions would be higher without these lease sales because energy production would be outsourced to foreign counties resulting in a higher carbon footprint. Offshore oil production has the lowest carbon intensity of the oil producing regions and supports more than 345,000 jobs, many of which are accessible, high-paying and cannot be easily substituted.”

The report concludes that America’s GHG emissions will be little affected by leasing decisions under BOEM’s 2017–2022 OCS Oil and Gas Leasing Program (“2017–2022 Program”) and could, in fact, increase slightly in the absence of new OCS leasing. However, given analytical constraints, BOEMassumed that, for purposes of this analysis and the analysis that forms the basis of the 2017-2022 Program, foreign sources of oil will substitute for reduced OCS supply, and the production and transport of that foreign oil would emit more GHGs.

He has already signed over 50 executive orders, while the government is busy trying to impeach someone who isn’t there. We are watching what happens when government is turned over to a vindictive old woman.

Excellent Reality Check, David. The whole GHG/CAGW scheme is about government control and wealth distribution, and postings like this point out the obvious re GHG does not change world-wide, but point production sources sure do. WTI up $23 per barrel thanks to Dementia Joe and the Green Weenie crowd. Mixed blessing?

Probably in 2050 when CO2 levels are much higher but the climate is none the worse for it- but of course the western economies will be broke by then while China will rule the world. Wealthy Chinese tourists will visit the Western nations and take pictures of the destitute natives on their stoops.

It will continue as long as there are those who equivocate with CAGW rather than using AGW. There is no evidence of either. CO2 is simply not having the effect we’ve been told it’s having. The ‘greenhouse effect’ is a non starter.

If they can keep the price of gas/oil up high enough, it will force us to convert, not to get our oil from somewhere else. “Breaking our will” wasn’t just an inadvertent slip of the tongue. Carbon taxes, mandates and onerous regulation on cars and on the supply chain are just getting started.

But a Middle East war would be good in that sense too. Never let a host of manufactured crises go to waste..

With a little effort the Xiden Regime could take us back to the good old days of the Carter Administration! I love to reminisce over waiting in gas lines every other day to buy overpriced fuel; at least I had a motorcycle then! My ‘49 Chevy pickup with a 235 and Cadillac rearend got about 20 mpg but it’s best feature was the tape player; I might still have some 8-track tapes around somewhere in a box!
At least we don’t have to worry about a Fascist takeover of our government any more; and we can see that fences and walls don’t work; except the ones in DC with the razor wire on top! Are the actions going on in Washington just projection by the DC elite? Do they believe that the American public would be in revolt if the truth about 2020 ever came out?

If he pushes for MAGA congresscritters he might just win enough to become Majority Leader and impeach Beijing Zhou Xiden, to be followed by the same for the Trojan Harris! That would make HIM president again for two years with another four year term to follow!
Think of the damage that could be repaired with six more years! Think how many libtard heads would explode just talking about it! If we actually required voter ID and paper ballots the DemoKKKrats might be out of power for decades! We might even get a proper nuclear industry going and become a major energy exporter again!

This price of natural gas has jumped up since JB signed the drilling on federal lands moratorium. What is the outcome? Coal-fired boilers that had low capacity factors due to cheap natural gas are being run more often and at higher loads. Result? More CO2 emitted! Not exactly what JB was going for, is it?

IMHO, the long game Biden-Harris are playing is to deliberately drive up the price of all forms of energy to levels which become the new normal here in the US. Higher energy prices will in turn support higher energy taxes for the government and also higher profits for private sector energy corporations. The basic means of achieving this goal is to eliminate price competition from the energy marketplace.

Biden-Harris will do this first by reducing the supply of all legacy fossil fuel and nuclear energy resources; and then by adding a host of new environmental, safety, and health regulations which hamper development of new energy resources inside our US borders. The consumer price of all forms energy will rise to levels which will comfortably support a non-competitive energy marketplace system where the federal and state governments, and the private sector energy producers, all take a greater share of the price at final delivery.

The Biden-Harris transformed energy marketplace will deliver higher tax revenues for governments and higher unit profits for energy producers on reduced levels of energy production. America’s energy independence will be consciously sacrificed in pursuit of this goal. Russia, Iran, Venezuela, oil-producing Middle East nations, and China will be the direct beneficiaries of the Biden-Harris energy agenda. 

How far can Biden-Harris go in eliminating price competition from the energy marketplace? 

Most of you have already seen my straw horse demonstration plan for how this might be done. Every action listed under the following five-point GHG reduction program — the Supply Side Carbon Emission Control Plan (SSCECP) — has a past historical precedent in the application of environmental regulations and in national security law.

The SSCECP imposes an artificial shortage of fossil fuels on the American economy while greatly increasing the price of carbon energy for all energy consumers. In the space of a decade, the SSCECP transforms America from an energy rich nation into an energy poor nation relative to the energy cornucopia we enjoy today. This is a feature of the plan, not a bug.

The plan described above is completely legal and constitutional. Under current law, the SSCECP can be implemented unilaterally by the Executive Branch using its existing environmental protection and national security authorities. Not another word of new legislation is needed from Congress either to enable the plan legally or to fund its operation.

The SSCECP has two major legal elements for which there exist two strong precedents for believing it would survive any lawsuits brought against it.

In the world of environmental law and regulation, because the EPA’s Section 202 Endangerment Finding withstood a powerful legal challenge in 2009, CO2 can be regulated as a ‘pollutant.’ The SSCECP pushes the Clean Air Act to the edge of its legal authority, but not beyond. As long as the EPA regulatory side of the plan treats all sources of carbon emissions more or less equally, all legal challenges based on environmental law will fail.

In the world of national security law and its associated past precedents, primarily from America’s experience in World War II, the SSCECP suspends our anti-trust laws and regulations as these would apply to price competition among all energy corporations and among all forms of energy production and consumption.

As said earlier, the ultimate objective of the SSCECP is to eliminate price competition in the energy marketplace. It guarantees a healthy profit for all private corporations who choose to participate — higher profits on less volume of energy production.

As the SSCECP is formulated, no private corporation in its right mind would ever choose not to become a participant. Even the oil and gas corporations will join in, assuming their CEO’s recognize the benefits to themselves and to their shareholders for becoming the government’s paid agents in raising the price of all forms of energy.

The straw horse plan also includes a powerful incentive for the state governments to become the primary agents of enforcement for the EPA’s carbon regulation framework. The SSCECP imposes a system of carbon pollution fines which is the functional equivalent of a legislated tax on carbon. State revenues could expand dramatically, not just in the fossil energy producing states, but in the fossil energy consuming states as well.  

Summarizing my comment, the legal foundation has already been laid for Biden-Harris to take direct control of America’s energy marketplace, but without having to nationalize the private sector energy corporations. Gaining their full cooperation is much easier done simply by rewarding those corporations with higher profits on less volume of energy production.

Is the Supply Side Carbon Emission Control Plan (SSCECP) diabolical in its concept and operation? Absolutely. For a progressive agenda policy wonk, the plan is a dream come true.

Is a plan like the SSCECP unthinkable here in the year 2021?

Not at all. If what we have seen happening in the first weeks of the Biden-Harris administration is any indication, we should be surprised if we don’t see a plan something like the SSCECP being pushed hard within the next several months.

Just for starters, people need to stop pretending that Joe Biden is doing any of this. He’s not. I doubt that he has had any hand in the 50+ executive orders he’s signed. The US has just done the unimaginable … elected a president who was unfit for office on day one. I doubt that even Harris has any idea what’s in all those orders. The “guy behind the curtain” is running the most powerful entity on the planet.

Energy security is national security. Trump’s pursuit of domestically-produced fossil fuel energy and thus Energy Dominance for the US enabled so much more freedom of action on the Middle East and diplomacy because the nations there and their rulers knew that the US was no longer dependent on their oil.

Dementia Joe’s actions to stop KXL pipeline and oil from our closest ally that ensures their economic security, and the stop permitting oil and gas leases on federal lands and offshore is an attack by a US President on US national security itself. It is tantamount to treason.

Former Secretary of Defense Robert M. Gates, SecDef to both President’s Bush, Jr and Obama, wrote about Dementia Joe in his memoir Duty. Keep in mind this is all 10-12 years ago recollections of the Joe Biden of 2009-2010. Not the Dementia-ridden Joe of today, 2021.

Secretary Gates wrote, “Joe is simply impossible not to like. He’s down to earth, funny, profane, and humorously self-aware of his motormouth. Not too many meetings had occurred in the Situation Room before the president started impatiently cutting Biden off. Joe is a man of integrity, incapable of hiding what he really thinks, and one of those people you know you could turn to for helpin a personal crisis. Still, I think he has been wrong on nearly every major foreign policy and national security issue over the past four decades.” (page 288)

Robert Gates’ book is a worthy read to anyone who wants an insight to what happened during those early Obama Administration years and what is likely happening now with Obama getting a 3rd term under the Biden-Harris administration. Joe Biden has been and is still wrong on nearly every issue, and the oil and gas leasing ban and KXL pipeline cessation is just new issues he’s wrong on as well. And now add in the Dementia factor that is clear that Joe Biden is dealing with, and it is very clear the US national security is in grave jeopardy with Dementia Joe at the helm. The reason is because none of Joe Biden’s failings are lost on Moscow, Beijing, Tehran and Pyongyang leadership.
