Arvind Subramanian and Josh Felman write: There finally seems to be a path forward for GST. Centre and states must strike bargain

Tomorrow, the GST Council is set to meet. Although the agenda focuses on specifics, the time is ripe to take up a broader objective: Leaving the disputes behind and constructing a way forward for GST, one of the major policy achievements of the government.

What has set back the GST for the past year and a half? The contributors are many but the critical one has been simply a lack of revenues. The chart tells the story. In 2016-17 the various taxes that were folded into the GST yielded revenues of Rs 9.7 lakh crore (Economic Survey, 2017-18). Initially, the GST performed well, with collections soaring to Rs 11.8 lakh crore in the first full year of implementation in 2018-19. But in 2019-20, the growth rate decelerated sharply. And in 2020-21, collections actually fell. Click here to read the opinion

Centre trying to bring petrol, diesel under GST; will oppose any move to curb states’ right to taxation: Ajit Pawar

Amid state governments’ apprehensions over a possible move by the Centre to bring petrol and diesel under the Goods and Services Tax (GST) regime, Maharashtra Deputy Chief Minister and Finance Minister Ajit Pawar has said any attempt by the Union government to alter tax structures that adversely impact states’ revenue generation will be opposed.

“Although nobody is speaking in public, there is a serious move on part of the Centre to bring petrol and diesel under GST citing one nation, one tax regime. While the centre has the right to evolve its own rules, any policy decision that adversely affects state revenue is not acceptable. In the name of the uniform tax regime, if states’ right to taxation are curbed it will be opposed tooth and nail,” said Pawar ahead of the GST Council meeting scheduled to be held in Lucknow on Friday. FM Nirmala Sitharaman to brief the media at 6:30 pm: FinMin

Finance Minister Nirmala Sitharaman will address the media on the outcomes of 45th GST Council meeting at 6:30 pm (tentative) in Lucknow today, the finance ministry informed in a tweet.

With near-record high petrol and diesel rates in the country, GST on petroleum products would end the cascading effect of tax-on-tax (state VAT being levied not only on cost of production but also excise duty charged by the Centre on such output).

The jugglery of taxability of petroleum products under GST will be closely watched as bringing it under its ambit would imply Centre losing its share of revenue from cesses on such products. A majority of the Rs 32.80 per litre excise duty on petrol and Rs 31.80 on diesel is made of cesses, which is not shared with states.

The 45th GST Council meeting chaired by finance minister and comprising of the state finance ministers, is the first physical meeting since the outbreak of Covid-19. The last such meeting took place 20 months ago on December 18, 2019. Since then the GST Council has been meeting through video-conferencing.

Friday's meeting does not have the provision of video conferencing and almost all state finance ministers, except Gujarat, are attending the meeting.
