Biden’s energy & climate incompetence on full display

On his very first day in office Biden killed the TC Energy Keystone pipeline project as reported upon by the Wall Street Journal thereby demonstrating his and the Democratic Party’s colossal incompetence and ignorance of energy and climate realities at home and abroad.

His idiotic decision to revoke the permit for the Keystone XL pipeline was noted by the WSJ article as being “a slap at Canada” demonstrating that under his administration “investors that play by U.S. rules” will be subject to arbitrary political whims that represent nothing but Democrats pushing climate alarmism hype in the name of “fighting climate change” with these schemes always being irrelevant to the continuing global CO2 emissions upward climb driven exclusively by the world’s developing nations led by China and India.  

As addressed in the Wall Street Journal article the Keystone pipeline project would have provided for moving up to 830,000 barrels of crude oil per day from Alberta oil sands to U.S. refineries on the Gulf Coast. This long environmentally reviewed project has no material impact on greenhouse gas emissions since this crude will still be extracted in any event whether for U.S. benefit or benefit to other global purchasers that are adversarial to U.S. energy interests.

Shipping this crude using rail or tanker would increase CO2 transportation emissions by between 28% to 42% and with higher leak likelihood. Killing Keystone will strand billions of dollars in Canadian investment alienating a key ally and kill thousands of U.S. jobs including 10,000 American union construction jobs, steel pipe made in the U.S., a 10 million Green Job Training Fund, $500 million for indigenous suppliers and jobs and 100% renewable power to operate the pipeline.

This absurd purely political hand waving action by Biden clearly signals that his administration intends to promote economically damaging energy and climate actions driven completely by irrational claims based upon scientifically unsupported “climate emergency” propaganda. 

Unaddressed by Biden and the Democratic Party in pursuing politically motivated and unjustified energy and climate schemes such as killing the Keystone pipeline project is any discussion of these schemes actual data regarding energy use and emissions impacts that when revealed demonstrates such actions as being climate irrelevant as is clearly addressed in the WSJ article regarding the Keystone project.

British Petroleum’s extensively detailed year 2020 Statistical Review of World Energy report provides both summaries and Excel spreadsheets presenting energy and emissions data covering the period 1965 through 2019 addressing all global countries use of fuels by year including oil, natural gas, coal, nuclear, hydro and renewables in addition to annual emissions of CO2.

One of the most important aspects about detailed evaluations of global energy and emissions data is that such analyses provide insights regarding climate impacts that are unequivocally clear in defining how the world is using energy and how that use is related to climate emissions outcomes. Reviewers of this data don’t have to struggle with differing scientific views about how climate models are developed and utilized, what assumptions are in play or how to interpret the results. The data clearly shows what countries are using what types of energy and what are the resulting climate related emissions. 

The summary table presented below (the reports Excel spreadsheets are much more detailed) from the BP report shows global CO2 emissions by year and country covering the years 2009 through 2019 that identifies which countries are causing the majority of global CO2 emissions as a result of their energy use.

This BP data clearly establishes that the world’s developing nations led by China and India are responsible for and dominate global CO2 emissions with 65% of total global CO2 emissions contributed solely by these nations. This unequivocally clear outcome is concealed by Biden and the Democratic Party.

Most significantly the BP energy and emissions data shows that for more than a decade the U.S. has been leading the world in reducing CO2 emissions more than any other nation with reductions of over 15% since its peak emissions year of 2007 amounting to about 1 billion metric tons of CO2 decreases per year with further reductions yet to come if increased use of natural gas is allowed to continue. 

This huge emissions decrease was achieved by using increased amounts of lower cost natural gas obtained through fracking technology and using this gas to replace much higher emission coal fuel power plants with very high efficiency and lower emissions combined cycle gas turbine power plants. During this period the U.S. decreased use of coal fuel by about 50% and increased use of natural gas by about 36% achieving significantly reduced emissions and lower energy costs with these extraordinary results concealed by Biden, the Democratic Party and their propaganda mainstream media manipulators.

While the U.S. was leading this more than decade long global CO2 emissions reductions effort the BP data reveals that the world’s developing nations (which have all signed the Paris Climate Agreement) led by China and India were hugely increasing use of coal fueled power plants and increasing global CO2 emissions by over 5.7 billion metric tons of CO2 per year an amount that greatly exceeds total U.S. CO2 annual emissions. 

The BP data establishes that the developing nations have dominated global CO2 emissions for 15 years now and as of 2019 they completely control and are accountable for 65% of all global CO2 emissions up from 53% since they first reached dominance in global CO2 emissions outcome levels. 

The developed nations including the EU and U.S. can do nothing to prevent the continuing increase in global CO2 emissions by the world’s developing nations that already dominate global energy use and emissions. These nations have no commitments toward emissions reductions under the Paris Climate Agreement in the coming decade. 

Biden and the Democratic Party are hiding the fact that their proposed energy and climate policies are allowing the world’s developing nations to further increase their peak levels of CO2 emissions each year over the coming decade and at the same time dishonestly concealing the fact that the U.S. and EU reached their peak CO2 levels a decade or more ago and have since then been consistently reducing total CO2 emissions levels. But most significantly these past and future emissions reductions by the developed nations are being hugely overwhelmed by emission increases from the developing nations because their globally dominating energy needs and resulting emissions can only be met using coal and other fossil fuels.     

China has been increasing its production of coal fuel since it signed the Paris Climate Agreement with these increases now amounting to over 12 percent of year 2016 levels (the first year the Paris Agreement was in effect) with year 2019 production levels now at about 3.9 billion tons which is the highest coal production in the world that dominates the coal production of the entire Asia Pacific region.

The BP data exposes that China’s year 2019 total energy use relied upon fossil fuels to provide more than 85% of its total energy needs. China’s use of solar and wind energy amounted to only about 4 % of its total year 2019 total energy consumption compared to China’s use of fossil fuels to meet its energy needs with 57% from coal, 20% from oil and 8% from natural gas. The U.S. in 2019 relied upon coal fuel for only 12% of its total energy needs with that number declining in the future while 6.5% of the U.S. total energy needs in 2019 were met by renewables.

The Democratic Party falsely champions China as a leader of renewable energy use and emissions reductions particularly here in California while concealing from the American public the huge benefits in CO2 emissions reductions and lower energy costs that the U.S. has achieved through use of lower cost high efficiency natural gas obtained through fracking.

Instead of further enhancing this successful progress which benefits energy consumers and the economy while reducing CO2 emissions Biden and the Democratic Party are concealing these outcomes and committed to destroying this success with incompetent mandates for increased use of high cost unreliable renewables with these mandates completely ineffective at being able to stop the ever upward increasing global CO2 emissions levels driven solely by the world’s developing nations while hugely increasing U.S. future energy costs and degrading energy reliability.

In January 2021 China revealed that it is continuing to further increase both production and import of new coal to meet future energy consumption needs. These developments are of course concealed and ignored by Biden and the Democrats.

The Democrats also falsely promote Germany as an example of the success in increasing use of renewable energy but conceal the huge problems that Germany is now facing with high energy costs and poor electric grid reliability that have been caused by excessive reliance upon costly and unreliable renewables. Germany has spent more than 1 trillion Euros in mandating this change with renewables now accounting for about 40% of its electricity energy. 

Germany has the highest electricity rates in the EU with average electricity costs about 3 times higher than average electricity rates here in the U.S.

Germany’s Economics Minister Peter Altmaier presented a draft proposal planning for the rationing electricity in order to avoid blackouts because of poor grid reliability caused by excessive use of non-dispatchable renewables. The plan includes requiring customers that have more controllable loads to shut down power for 2 hours each day so blackouts can be avoided. 

Despite this decades long and costly trillion Euro government mandated renewable program Germany still relied on fossil fuels for meeting about 77% of its year 2019 total energy needs. Germanys CO2 reductions in the last decade amount to only about 125 million metric tons per year.

While Biden and the Democratic Party are trying to destroy the huge benefits of increased use of high efficiency low cost natural gas that the U.S. has achieved other nations are moving forward with efforts to increase their access and use of natural gas in the future including both Germany and India.

During the last decade the world’s developed nations including the EU and U.S. have reduced global CO2 emissions by about 1.6 billion metric tons per year while the developing nations increased global CO2 emissions by about 5.7 billion metric tons. 

All global CO2 emissions increases during the last decade are accounted for solely by the world’s developing nations led by China and India with all these nations having signed the Paris Climate Agreement which imposes no emissions reductions commitments on the world’s developing nations during the next decade. China’s annual CO2 emissions are now twice those of the U.S. and will continue to climb ever upward.

Biden is leading the U.S. down a disastrous energy and economic path through the Democratic Party’s bizarre climate alarmist politics that clearly demonstrate their incompetence and ignorance of global energy and climate realities. Biden is attempting to destroy the huge benefits of increased use of natural gas that were achieved over the last decade while other nations of the world are taking actions to increase their access to this lower cost high efficiency beneficial energy resource.

China has only increased coal production domestically since it hasn’t been importing Australian coal. Looks to me as if Canadian climate policy will stop production from Albertan oil sands in the future. No reason why US can’t decrease its CO2 output much, much more.

Griff, China will increase power production from coal by 70+Mt in 2021 cf 2020 (about +2-3%), the Australia tiff is yet another of your red-herrings – you do like to throw them around.

Fossil fuel exploitation is the reason the Chinese economy has coped/bounced back from the covid shock so well, and why their economy will overtake the US in a handful of years, much faster than projected a year ago.

‘Fighting’ climate change is a fraudulent/futile pursuit, whilst the rest of the world laughs behind our backs at the self-inflicted ruination.

Alberta oil production over 2.5 mmbod with existing export capacity and likely to increase in spite of canceling Keystone pipeline by using more rail. Canadian climate policy is not likely to shut down this golden goose egg of cash generation.

And via the expansion of the TransMountain Pipeline from AB to southwest BC, where there is a ship terminal already used for export. TMPX triples capacity of the pipeline, which also supplies refineries in southwest BC and northwest WA.

There is a project that should be in pilot plant stage by now to solidify heavy crude oil into ‘pucks’ for safe shipment by rail,

There is environmentalist opposition to ship exports because of risk of spills, but that did not stop TMPX from being allowed to proceed.

TMP and TMPX are now owned by the Canadian government, which purchased them to keep oil flowing, presumed it could resell but no takers so far. A consortium of tribal groups wants to buy it, but I wonder what there finances are (perhaps the Canadian government will sell it to them cheap as part of ‘reconciliation’ and land rights disputes.

Meanwhile, there’s civil war in central west BC between elected councils of tribes who want economic benefits of a natural gas pipeline to Kitimat BC and ‘hereditary’ chiefs who object (they may be looking at land claims outside of the designated reservations). Many tribal settlements are poor because they are too isolated, beyond pipeline building and operating jobs I see resource development as helping them build local facilities and good roads to outside support such as hospitals and jobs.

It works this way….government authorizes the charter banks to provide a “mortgage” for the aboriginal group to buy the pipeline. Banks type that $ amount onto the aboriginal group’s starting balance of their bank account. Aboriginal group writes a cheque to the pipeline owner, in this case the federal government. The charter bank creates a MBS, a mortgage backed security….The government central bank then buys the MBS as an “investment” from the charter banks. The liability thus has become an asset on the books….charter banks now aren’t out any money….Indians aren’t out any money…government central bank has MBS as an investment asset on the books….financial magic….as long as everyone gets their monthly payments, it really fools everyone involved….Summary of the transaction is really just to give away the pipeline to the aboriginal group at taxpayers expense.

Griff, Canada is not going to abandon its Alberta tar sands production because there are billions of $$$ at stake as stated above. PM Trudeau more or less stated that in a speech in Texas some years ago. Your belief in wind and solar energy is religion and not an engineering or scientifically sound concept as an alternative to fossil fuels.

Griff, you keep leaving me wondering if your I.Q. is much bigger than your (U.S.) shoe size. I have an increasingly difficult time believing it is.

How will this help the earths atmosphere since China is rapidly ramping up THEIR use of coal? China simply doesn’t CARE about the atmosphere, either in the USA or in China! Alberta oil has increased in value recently from a refinery blending perspective because the equivalent grade from Mexico is in decline. So we have a global parade of political mismanagement to gaze upon. Mexico starving Pemex of funds to develop offshore oil while forcing it to build a new refinery in AMLO’s home state, Trudeau quietly harming Alberta but looking concerned when needed, and Biden sucking up to job killers with a pro (union) jobs message for his other special interest voting block. Good public policy left the building(s) a long time ago.

Tussle between Australia and Communist China over freedom and security.

Canadian politicians are of two minds: ecofreak and wanting income. So ‘jefe’ Trudeau Jr. is unhappy with Harris/Biden for stopping the XL expansion of the Keystone pipeline again, and earlier really pushed to get TMPX proceeding.

Having earlier discouraged the Energy East pipeline from western Canada to refineries in Montreal and Canada’s east coast, dumb move.

Those refineries get oil from overseas, and some by rail (the crude oil that exploded in a town in Quebec was light oil from the Bakken). Two test tanker loads of Alberta crude have been shipped through the Panama canal, from the TMP terminal near Vancouver BC to Irving Oil’s big refinery in New Brunswick. (Irving Oil provides much of the fuel used in the New England states. Gets publicity for very good washrooms in its service stations.) That’s costly but gives flexibility in case of disruptions in overseas supply.

BTW, Keystone is already shipping oil to the US Gulf Coast, where refineries are set up to use heavy oil. A few years ago it was extended from Cushing OK. That’s probably heavy oil from Lloydminster AB/SK, oil from the Athabaska sands is even heavier. Keystone XL is partly a shortcut and partly a bigger pipe.

Griff, why do you think global emissions have been rising so fast since the climate agreements have been put in place, and all from developing countries ?.

The more you try and cut emissions from the the developed countries such as the USA, the more industry you shift to the developing world, which has the effect of speeding up their development cycles and therefore more rapidly realising their emissions potential. Noting, these countries have a free CO2 emissions pass and are home to 85% of the world’s population. When you consider that the developing world has 7x the emissions potential of the developed world and has only realised 2x of that potential, and all existing climate agreements and policies are designed to help them achieve that potential faster, then you realise that this is one big scam.

Biden-Harris and the Democrats have nothing to fear from voter backlash in 2022 or even in 2024. They got away with stealing ten million votes to win in 2020. Blatant in-your-face election fraud is now a permanent feature of America’s political landscape.

If it takes fifteen million fraudulent votes in 2022 to keep the Congress, and twenty million in 2024 to keep all three branches of the federal government, Biden-Harris and the Democrats will do it. Whatever it takes, they will do.

We finally witnessed a putsch. January 20, 2021 seems to be the historic counter-point to July 4, 1776. There were steps. There was that fraudulent election. Then, all of our institutions aggressively defended that fraud. The disappearance of law and order was demonstrated when every single court took much sworn testimony and much physical evidence and declared, vaguely, that “this has no standing”. How our institutions became this way is a long and complicated story, covering decades of ‘dry rot’. Now, we have increasingly aggressive censorship against anyone stating that there was ANY election fraud. So, this nation, however constituted, has spoken to the world with one voice; the American Experiment is over. This sort of thing is not new nor unique in the history of man-kind.

One has only to look at the Marxist inspired “Democracies” as they evolved in Africa whose first order of business was to take a wrecking ball to their economies (and in some cases buildings and physical infrastructure) to destroy every last vestige of colonialism / capitalism / racism with no plan on how they would replace it – other than the nebulous “we will build a new society” akin to “we will build back batter”.

Biden is taking a similar wrecking ball to the US economy inspired by political fantasy that will not survive hard contact with the practical rules of engineering or the intractable laws of physics.

Past history informs us that you cannot build through destruction and is doomed to costly failure.

Sometimes a wrecking ball is necessary to make space for newer, more efficient projects to be built; but the newly installed Xiden regime seems intent on building back with older, historically flawed systems like wind power, and unreliable and expensive solar power!
If these systems delivered what their advocates claim, then Commifornia and Germany would have low utility rates and reliable service grids! Instead we see the opposite; high rates and grids that collapse when high demand occurs! The ChiCom puppet Xiden is trying make the US grid as affordable and reliable as Commifornia’s! Aren’t they trying to recall Gov. Gruesome Newsome?

In his inaugural address, President Joe Biden looked the citizens of the USA straight in the eye, via the television coverage of the speech, and forcefully stated (verbatim): “And I pledge this to you, I will be a president for all Americans, all Americans.”

Well, I seriously doubt that even 40% of Americans wanted the Keystone XL pipeline construction project cancelled.

Thus, we have direct evidence that our current President, less than ten days after he took office, conforms to the old adage: “How can you tell when a politician is lying? . . . his lips are moving.”

But building infra-structure, such as gulags, ovens and death camps takes time. Logistics, to arm special interrogators and provide cattle cars for transport of real and imagined dissidents, is complex. Then there is razor-wire,etc. It was 15 years or so after the October 1917 Revolution before the Gulag Archipelago was fully operational. And, people had to be more morally de-sensitized for all of this.

I keep trying to discerne the end game behind the politics. Somehow the mists of the future are concealing the motivations of the Democrat power people. Do they really believe that when the US economy is broken they will be left to wallow in wealth and power? If China gains world dominance will we in the US be left alone with the poverty and squalor of a giant Venesuela to buy souvenier trinkets from the mighty manufacturing power in the east?

The US economy and US political and military power is what provides the wealth that drives the donations, from home and abroad, to the pockets of the power people in both parties. I feel like we’ve gone back in time to the ’60’s when the mantra was ‘burn it all down, man!”. But all of us will lose if we torch the economic and political engine that has driven the success of this country for nearly 250 years.

No it’s not. It is LOAD MANAGEMENT. It has been practiced in Australia for decades; notably water heater could be centrally controlled.

More intermittent generation begets more LOAD MANAGEMENT. If LOAD MANAGEMENT fails then a BLACKOUT ensues.

Aluminium smelters in Australia have largely remained viable only through the ability to reduce demand and get paid handsomely for it. These payments are now being offered to consumers who have controllable loads.

I’m sorry, when power is turned off it *is* a blackout. Reducing demand by limiting the amount of material being smelted is *not* having the power turned off.

The energy market in the US is already signaling that with new natural gas drilling curtailed per Biden’s executive order, gas prices will continue to go up, as they already have. That means gas-to-coal switching to those coal units that are not yet shutdown, increasing CO2 emissions. How’s that for unintended consequences?

So it is no surprise that shutting down oil pipelines makes no sense, even within their own, totally false ideology. So, one should not, while pointing out the flaws within the Climate Religion forget to point out that the entire religion is false.

One of the most important aspects about detailed evaluations of global energy and emissions data is that such analyses provide insights regarding climate impacts that are unequivocally clear in defining how the world is using energy and how that use is related to climate CO2 emissions outcomes. Reviewers of this data don’t have to struggle with differing scientific views about how climate models are developed and utilized, what assumptions are in play or how to interpret the results. The data clearly shows what countries are using what types of energy and what are the resulting climate related CO2 emissions. 

Corrections shown above; can we please stop feeding the nonsense by calling CO2 emissions “climate emissions?!” And suggesting that such emissions have “climate impacts?!” They are nothing of the kind, and do nothing of the kind – CO2 has never been empirically demonstrated to drive the effing climate, and shouldn’t be espoused as if it has been so demonstrated; pet “hypotheses” don’t count.

The Democratic Party falsely champions China as a leader of renewable energy use and emissions reductions particularly here in California while concealing from the American public the huge benefits in CO2 emissions reductions and lower energy costs that the U.S. has achieved through use of lower cost high efficiency natural gas obtained through fracking.

Again, correction shown; can we please stop feeding the nonsense?! There is no “benefit” to reducing CO2 emissions, since CO2 does not drive the climate, and any contribution it could make would be beneficial, since warmer climate is better. Reduction in pollution and cost may be benefits of switching electric generation from coal to natural gas, but reduction in CO2 emissions is not. CO2 is plant food and the basis of all life, more is better.

Also note that there are huge benefits to using coal for “base load” electric generation; you can stockpile coal, while stockpiling natural gas is only feasible via LNG (liquefied natural gas) leaks from which can be highly hazardous (read: explosive).

Nice summary. Makes me wonder why the general population isn’t more aware and angry of Biden’s energy & climate incompetence. Articles such as yours get good reception in forums such as WUWT. We need to figure out how to convey the information more effectively to the masses.

Foxnews puts some effort into it. Interviewing Keystone pipeline welders that lost jobs tugs at emotions, but these are mostly old white guys that voted for Trump. Where are the black welders that voted for Biden that lost their jobs giving an emotional interview. And what about the New Mexican Hispanics and Indians that lost their high paying energy jobs who wish they could have voted differently. It seems that Fox could find a multitude of interviewees that would be more effective in reforming public opinion.

Fox interviews Mark Steyn frequently which is entertaining and conveys some of the idiocy of Catastrophic Alarmists. However, this is offset by CNN/MSNBC/PBS/NPR/BBC… interviews with folks as Mann, Nye, Greta… The alarmists are winning the propaganda-information struggle, and the Alarmists seem to be winning.

Frustrating.

The more I see govts around the world implementing these destructive policies the more I’m convinced they’re not interested in ‘fixing’ the climate or reducing CO2 emissions.
I’m still not certain of their true motives, but I’m tending towards thinking that they don’t have my (our) best interests at heart.

I was a little surprised by the 77% of energy from fossil fuel – that looks low. Considering there was not much at the start of the century, getting to 23% from non-fossil sources in 20 years or so is quite impressive. So impressive that I needed to look beyond the basic figure.

The vast expenditure on wind and solar has met 5.9% of German energy needs. The lions share of non-fossil at 8.5% is from biomass. I did not get into much detail but it is quite impressive. The fermenters that produce methane put value on sh!t.

I know Australian bushfires consume enough biomass to power the whole country so that has to be an opportunity lost. Californian bushfires in the last decade produced enough energy to provide the State’s electricity needs; again an opportunity lost.

Biomass is shaping up to be an economic source of energy. I have not paid for any household energy since installing a wood burner two years ago. It costs me some exercise to gather wood though.

BP’s recent PR is slick and amusing, you have to read the fine print and other sources.

It is slashing exploration in the name of climate catastrophism.

But it is:

  • exploring for new fields close to existing ones, that is good economics for now IMO
  • it has promised to use a proportion of the capacity of TMPX, which is handy to its refinery in northwest Washington state

BP’s Cherry Point refinery gets its crude oil from:

  • the TransMountain pipeline from Alberta, via a spur in southwest BC. TMP is being expanded, about one-quarter of that work complete, to triple capacity. (TMP supplies a refinery near Vancouver BC, and a ship terminal near it. Decades ago much was shipped out but in recent times local demand has been much higher. TMP is operated as multi-use, so some refined product comes from AB, the present pipeline runs near capacity.)
  • Alaska’s North Slope via pipeline across Alaska then ship to Cherry Point
  • by rail from the Bakken reservoir area of North Dakota
  • and possibly by rail from Alberta (BNSF track runs from Everett WA to Vancouver B

Two other refineries in northwestern Washington State also get oil from Alaska and Alberta.

The three refineries supply the Vancouver BC, Seattle, and Portland OR areas with refined products. There’s a pipeline to Seattle and Portland. Avgas is trucked to Vancouver airport but barge terminals and short pipelines have been proposed. Jet fuel is probably barged from the WA state refineries to the TMP terminal near Vancouver then trucked to the airport. Victoria BC gets refined products by barge, so has some flexibility of supply.

And natural gas has long been supplied to southwest BC and into WA state by pipeline from NE BC, with a fork near Sumas WA east of Vancouver BC. The value of that pipeline was demonstrated a few years ago when large users had to be restricted because one of the two pipes exploded and pressure in the other was reduced as precaution until inspections and determination of cause of the explosion. Kilns and such are among interruptible customers. One cement plant is now equipped to use dried solids from sewage treatment. Of course coal is plentiful in BC, shipped by rail to a port south of Vancouver BC.

(Unfortunately the NG pipeline operation did not separate the new line enough from the old one. The expansion of the TMP oil pipeline will have some separated sections but not all. (Under ‘Burnaby Mountain’ east of Vancouver it will have three pipes as it will now be in tunnel to get it out of residential areas.)

There’s an NG-fueled electrical generating plant near Sumas WA. A second was blocked by government because of concerns of adding to air pollution in the Fraser Valley.
