Lagos State Internal Revenue Service (LIRS) has shut down a portal it created for taxpayers and employed residents yet to enroll in the tax base of the state after the intervention of the National Information Technology Development Agency (NITDA).

The tax portal aimed at allowing taxpayers to monitor and access their tax information seamlessly gives unauthorized access to the payer data including ID, email, phone, and address. All the John Doe has to do is to input the tax payer's name to access this data.

Although the move by the LIRS is laudable, it is in breach of the Nigeria Data Protection Regulation according to the NITDA.

In a statement signed by Director-General, NITDA, Kashifu Inuwa Abdullahi, he confirmed that the reported data breach has been ascertained by the agency and that the portal has been shut down by the LIRS after its intervention. He added that the agency will investigate the breach.

The statement reads: "The National Information Technology Development Agency (NITDA) was reliably informed and duly ascertained that the Lagos State Internal Revenue Service (LIRS) published a web portal - where personal information of taxpayers of Lagos State was gleaned by the general public in breach of the Nigeria Data Protection Regulation (NDPR), 2019.

"We have also been informed that the LIRS has indicated that public access to the portal was a glitch from a consultant of the Service and that the portal has been duly disabled.

"We commend LIRS for the swift remedial action in disabling the portal and pulling the website away from the public domain.


"We, however, warn that glitches of this kind do not insulate LIRS from responsibility or culpability from whatever actions, civil or criminal, that may arise from such glitch, as personal and confidential information of data subjects were made available to the public illegally.

"We stress that such glitches are in breach of the NDPR and invariably the National Information Technology Development Agency Act 2007.

"The Agency will further investigate this breach and the circumstances surrounding it with the aim of assessing the impact of the breach as well as determine responsibility and culpability of data controllers or processors connected to the breach and prevent future occurrence.

"We also advise the public to be vigilant and to report immediately to NITDA or other law enforcement agencies if they notice that the information of any data subject on the LIRS database is further disclosed or used in any manner in violation of the NDPR.

"We enjoin all parties to cooperate with NITDA as we seek to protect the personal and confidential information of Nigerian Citizens from misuse and abuse."

Chei Yahoo guys don blow. Nigeria and carelessness. No single apology to the people whose confidential information is thus compromised?? Only ranting and half boasting on having tracked down and controlled the breach. This is subject for costly litigation elsewhere.

LIRS is liable pure and simple. The NITDA should also investigate other governments, both federal and state, and private bodies that invade the privacy of persons without due process.

The site was likely built and managed by an unqualified consultant with likely ties to someone in Govt. Paddy paddy govt killing Nigeria quickly and surely. SMH

Basic professional cautionary measures are carelessly disregarded in this Country.

This isn't the only Nigerian Government website with such vulnerability. Somewhere in the CAC website just by entering the name & CAC reg number of a business you can find everything about a business, including names and addresses of the directors, their contacts etc. This is appalling, on the backdrop of the fact that most firms include their CAC number in their insignia. Many other sites can easily be manipulated to get very personal information on people.

It's sad that we don't have a working SON (Standard Organization of Nigeria), or Consumers Protection Agencies

Our country and states are in the clumsy and incompetent hands of people that can't even manage an indomie kiosk.
It's not that we are in soup that bothers me.
It's the fact that we are sinking in deeper everyday.
Every Nigerian has to be aware of what is happening.We can't keep acting aloof or hoping God will intervene.
We need to wrestle our country out of the hands of these vampires.
People..its not about tribe or religion now.There are only 2 tribes in Nigeria.The rich getting richer and the poor getting poorer.No middle class.

Wrote NITDA scholarship exams since last year. Spent money to travel to Abuja from Calabar. Until now we’ve not gotten a notification if we passed or failed the exam.

God bless you. I have been searching for the organization in charge of this breach of privacy. I think it is time to petition NITDA to force CAC to change that search data research about businesses and companies registered under CAC.


The only information they should reveal to the public search is the company RC number showing it is fully registered with CAC.

Then if for any reason someone need full details about the company maybe for security reasons, they must submit legal authorisation from responsible government body seeking for such authority to access such private data, and then only CAC security department should handle such after scrutinizing the requests and making sure it is safe.

People’s tax should not be easily accessible by all. Till today with several court cases, no body has seen Trumps taxes.
