Description

The Public Safety Committee will meet to discuss and review the following:

Board Bills

Board Bill Number 222
Introduced by Alderwoman Christine Ingrassia, Jack Coatar, Heather Navarro

The proposed ordinance authorizes the Building Commissioner to develop policies and promulgate rules regulating short-term rentals, as defined herein, and creates a short-term rental task force to advise and assist the Building Commissioner in developing said policies, with the purpose of promoting short-term rentals in the City, providing equal opportunity for traditional lodging providers, and preserving residential neighborhoods, that are consistent with the Revised Code of the City of St. Louis, and other applicable laws and regulations, and containing an effective date.

Board Bill Number 227
Introduced by Alderman Pam Boyd, Christine Ingrassia, Larry Arnowitz, Carol Howard, Jeffrey L Boyd, Joseph Vaccaro, Shameem ClarkHubbard

The proposed bill regulates the storage, transportation, and disposal of waste tires. It requires waste tire haulers, waste tire processing facilities, and establishments and business storing more than ten waste tires for periods greater than fifteen days. The bill provides penalties for violations.

Board Bill Number 231
Introduced by Alderwoman Cara Spencer, Christine Ingrassia, Jack Coatar, Dan Guenther, Sarah Martin, Carol Howard, Jesse Todd, Pamela Boyd

The proposed bill would amend Section 1 of ordinance 63800 codified in Chapter 25.64.010 of the City’s code to charge of $150.00 to cover the cost to the City for providing police security escort services during Building Division demolitions, repairs, board-ups, and clean-ups of buildings or structures that have been declared public nuisances. It allows for a police security escort to be provided when, under the circumstances, such precaution is deemed prudent by the Building Commissioner and will help to reduce vacancy by increasing the holding costs of vacant buildings by enabling the City to recoup some of the cost of dealing with them.

Board Bill Number 234
Introduced by Alderman Jeffrey L Boyd, Larry Arnowitz, Carol Howard, Joseph Vaccaro, Shameem ClarkHubbard, Pamela Boyd

The Board Bill authorizes and directs the Fire Commissioner, on behalf of the Mayor and the City of Saint Louis, to enter into and execute an Intergovernmental Transfer Agreement with the Missouri Department of Social Services MO Healthnet Division for a Ground Emergency Medical Transportation (GEMT) program for uncompensated Medicaid cost associated with GEMT services pursuant to RSMo 208.1032, establishing a fund from which to pay the non-federal share of the reconciled costs reimbursements and the administrative fee, providing for appropriation of the funds subsequently paid through the Missouri Department of Social Services, authorizing the expenditure of such appropriated funds by entering into contracts or otherwise upon approval of the Board of Estimate and Apportionment, and containing an emergency clause.
