However, Health Minister Sarah Courtney said the state government was committed to delivering dedicated palliative care beds at the Mersey, in line with its election policy.
Former Central Coast councillor Lionel Bonde has been pushing the government to deliver the promised beds.
"They were six, they dropped to four and now to three," Mr Bonde said.
"I am not confident we will get any.
"The politicians say what they want you to hear."
Ms Courtney said the government was continuing to make progress on the $35 million redevelopment of the Mersey following completion of the rehabilitation ward earlier this year.
"I am advised that planning work for the medical ward, which contains the dedicated palliative care beds, is on track to commence in the first half of 2020," she said.
"The model of care will include beds with specialist 24-hour care, and will work closely with the community-based Specialist Palliative Care Service.
"These beds will be fully funded and staffed."
She said palliative care patients currently received high-quality care on the medical ward using existing infrastructure, including single rooms.
"Patients are cared for by the acute medical team with in-reach from the Specialist Palliative Care Service consultants," she said.
"We are focused on ensuring Tasmanians have access to the best possible palliative care services and facilities, so that families and carers can receive the support they need, when they need it."
Mr Bonde became concerned about the region's palliative care options because of the experience of his son, Adrian, who died last year, aged 44.
The MND sufferer needed full-time palliative care, but had general nursing care in an aged care home.
"MND has a terrible, terrible end," Mr Bonde said.
