The nation’s refineries located in Port Harcourt, Warri and Kaduna will refine crude oil at optimum capacity come 2022, the Nigerian National Petroleum Corporation announced on Saturday night.

NNPC’s Group Managing Director, Mele Kyari, who disclosed this during a facilities tour of the Port-Harcourt Refining and Petrochemical Company, stated that full rehabilitation of the plants would commence January, 2020.

A statement by the corporation’s Group General Manager, Group Public Affairs, Ndu Ughamadu, said the NNPC helmsman’s visit to the refinery was part of his commitment to ensure that the nation’s refineries deliver value.

Kyari said making the refineries to operate at optimal capacities was a mandate that NNPC as a corporation would leave no stone unturned to actualise, adding that a timely delivery of the asset was a priority.

He said, “We will stick to time, we will deliver this project by 2022. We will commence actual rehabilitation work in January. We will do everything possible between October and December to close out all necessary conditions for us to deliver on that project.


“I believe that with the support that we have from the shareholders – government of this country, the entire staff of this company and the contractors, I believe it is doable and we will deliver the project.”

He tasked the contractors on the need to consider their reputation as most critical element in business processes and engagements.

Kyari said, “It’s no longer about business now, but a reputational issue. For the original builders of the refinery, Tecmmont, Eni/NAOC and NNPC, let us be conscious of the fact that our reputation is at stake as far as this project is concerned.


“The NNPC leadership has promised this country that our refineries will work, therefore, we must work not to disappoint over 200 million Nigerian stakeholders.”

He also challenged the PHRC management to ensure that the nation’s indigenous engineers and other professionals working in the refinery were fully engaged to participate actively during the rehabilitation exercise and own the process.

What we need most in the petrol sector is to legalize and standardize the mini refineries that have sprouted up in the South South. These refineries can bring down the cost of petrol to a more comfortable price level, bring down inflation and cost of running business and make subsidies unnecessary.

President Buhari can then use the monies saved to develop other sectors of the economy.

Buhari should create Lake Chad Agricultural Development Agency (LACBADA)

The FG & NNPC are gradually waking to the reality that the completion of Dangote's refinery is imminent than ever.

And that he will be the most economically important figure in Nigeria after the FG itself and NNPC will likely be irrelevant in the scheme of tihngs.

It's never late than never.

With NNPC's 445k bpd+ Dangote's 650k bpd, Nigeria will not only meet her demand but will also meet that of her neighbours.

By then, subsidy should have been in the bin of our history.

On assuming power in May 2015, President Muhammadu Buhari pledged to revive Nigeria’s minimally performing refineries to optimum capacity, in what appeared a recap of same promise as contained in the manifestoes of the then opposition All Progressives Congress, APC, during the 2015 electioneering period.

In September 2015, the NNPC in its report said Nigeria’s refineries worked at a combined capacity utilisation of a measly 1.96 per cent.

The report stated further that the combined value of output by the refineries amounted to N9.9 billion for crude processed in September 2016, adding that the associated crude plus freight cost stood at N6.3 billion.

This, the report said, represented a loss of N8.8 billion after an overhead cost of N12.4 billion.

In December 2016, the NNPC promised that the three refineries will work at “full blast” by 2017.

Ndu Ughamadu, the corporation’s spokesperson, said in a statement that NNPC would embark on a comprehensive rehabilitation of the refineries to achieve optimal capacity utilisation.

“The plan for next year (2017) is to get the comprehensive rehabilitation programme done,” Mr. Nghamadu quoted Anibor Kragha, NNPC’S Chief Operating Officer, Refineries, as saying. Mr. Kragha added that the corporation would also draw up a chart for routine Turn Around Maintenance, TAM, of the refineries.

Aren't these guy tired of repeating this line year in year out? This sounds stale already. They should look for something else to say, something like 'we will soon sell these moribund refineries through whivh we allow people to drain the national resources'

Our prayer. But will the Generator, Oil and Gas Cabals ever allow us to get those refineries working at optimum in Nigeria?

Anyway, all Nigerians must come together and fight for the realization of ALL refineries (public, private/mini) in Nigeria to be working at full capacity because the tendency of achieving lower cost of living and higher standards of living is very very high with refining locally.
