Her games were quite typical. Twenty four tributes, two from each district. Mentors for the tributes from their respective districts.
What was special about her games was what happened outside of the games. What happened with Cress. What happened with Finnick. And what they never spoke of again.

The Second rebellion came a little bit earlier in this story, between the 65th and the 71st hunger games, the rebels where enough strong to win a battle between the capitol, wasn’t easy, but miraculous, Snow die after the biggest bloodbath past, apparently due his current illness, giving all the power to the districts to get in the Capitol and vote for a new Parliament, for a “New Panem”.
Now, the Parliament, conformed by mostly District 3 and 5, gave the idea to work in a repopulation program “The District Convention” , giving the chance to all the young residents between the 12 districts of New Panem to travel to a different district to find a mate, but this have a consequence. You only can choose 2 districts to visit, and if you can’t find a mate, you will be send to the latest districts, 10, 11 and 12, to work till the next Convention… which can be never for some of them. And no one, likes the poorest districts.
