BACKGROUND:
The Agricultural Transformation Agency (ATA) has been established by the Government of Ethiopia (GoE) to identify and address systemic bottlenecks to Ethiopia’s agricultural development. The Agency does this through problem-solving, implementation support, and capacity building of stakeholders involved in implementation of interventions that address the systemic bottlenecks. The Agency reports to the Ministry of Agriculture and Natural Resources Development and is Secretary to the Transformation Council chaired by the Prime Minister.
The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and Natural Resources Development and the Transformation Council. Within the Agency, issues are divided into four different pillars: Crops & Natural Resources which includes Inputs and Plant Protection, Soil Health & Fertility, Irrigation and Drainage, and Mechanization; Cross Cutting Initiatives, which includes Inclusive Growth, Climate Change Adaptation and Mitigation, and Planning and MLE; Livestock, which includes Animal Health and Genetic Improvement and Feed & Feeding; and Agribusiness and Markets including Market Development, Rural Finance, ICT, and Private Sector. In addition, the Agricultural Commercialization Clusters Initiative is another critical focus area for the Agency. Across the programs, the ATA engages public, private and non-governmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models..

POSITION SUMMARY:
The General Service Specialist is responsible to ensure ATA canteen is operational on normal work days with the required level of service quality together with the canteen service provider contracted with ATA on the terms and conditions stipulated on canteen service agreement. S/he is also responsible for supporting good Health and Safety practices within the entire office building of ATA (including annex offices), through the development of the cleaning processes and equipment used, and training provided.
The General Service Specialist reports to the Administration Manager.
ESSENTIAL DUTIES:
A. CANTEEN SUPRVISION 60% of time
Understand, implement and ensure all canteen service providers are aware of the following policies and procedures:
· Current food handling policies and regulations to prevent food spoiling and contamination.
· Occupational Health and Safety legislation.
· Effectively manage canteen, staff refreshment, and staff utilities stock:
o Order and receive stock from ATA store at Logistics by maintaining the required stock level of staff refreshment consumables and staff utilities.
o Together with the canteen service provider maintain sufficient stock quantities for weekly canteen service.
o Together with the canteen service provider undertake quarterly stock balance of canteen facility and equipment.
o Prepares periodic operational report on canteen services and challenges to be addressed.
o Ensure that the canteen is re-stocked as necessary.
· Effective monitoring of price of meal per plate:
o Ensure the agreed price of meal per plate is maintained at all times during the signed contract period of ATA and canteen service provider.
o Review all invoices to ensure they are accurate.
o Provide all financial records as requested by Administration/Logistics.
o Monitors efficient utilization of electricity, LP gas, and other utilities supplied for canteen service and office refreshment services.
· Maintain security of canteen:
o Ensure the canteen service provider is provided with necessary support and keys to securing cash and related property.
o Locking up at the end of the working day and switching off certain appliances.
o Ensuring that only authorized people enter the canteen cooking area.
· Supervise canteen service crew and staff refreshment provision
o Ensure the canteen service provider has recruited qualified chef and crew to the required number.
o Ensure all crew members have fulfilled the current food handling procedures and regulations at all times.
o Supervise the staff canteen refreshment is facilitated at ATA offices and ATA canteen hall on time.
o Coach and administer the ATA Coffee Attendants, supervise daily activities of Coffee Attendants.
o Collaborate with Manager to coordinate and implement special events and activities, e.g. New Year events, traditional coffee ceremonies, Christmas events, decorations, raffles, etc.
o Organize the daily closing activities for the unit, including cleaning, dishwashing, food storage, etc.
· Health & Safety Issues
o Identify key areas of risk in various food all equipment is functional to be usable for the day to day canteen/staff refreshment service
o Address maintenance, safety & security issues immediately at their occurrence.
B. GENERAL SERVICE & ADMIN ASSISTANCE 40% of time
· Logistical support and maintenance
o Ensure the outsourced cleaning team is performing efficiently as per the agreement signed and oversee all the cleaning of the office building, working stations, basement, parking area, and all the office premises of ATA.
o Coordinate weekly shopping with service provider; ensure all consumables fulfil quality standards relevant for health and safety regulations.
o Address maintenance, safety & security issues immediately at their occurrence.
o To supervise maintenance schedules and set routine program of work for cleaning staff, premises and office repair and maintenance staff to ensure consistently meet high standards of service,
o To ensure that all statutory elements of health and safety are implied and undertaking responsibility for monitoring first aid and emergency equipment are maintained properly in the office as a safe and healthy conditions.
o Manage and oversee the availability of drinking water, refreshment stuffs(tea, coffee and sugar), resting room sanitarian supplies, repair and maintenance parts and replenish on time.
o Completes office and premises general service work orders in a timely fashion and provides status updates of work orders to requestor and supervisor.
o Assist the Administration Manager in all matters related to canteen, cleaning, Security and facility maintenance services.
· Perform other duties as instructed by his/her supervisor.
