Position Title: Monitoring, Evaluation & Learning (MEL) Officer, PEPFAR/DoDHAPP/ HVOP Project
Reports to: Director, HVOP Project FHI360 Ethiopia

FHI 360 Ethiopia is seeking qualified candidate for Monitoring, Evaluation & Learning Officer (MEL Officer) position for the PEPFAR/DoDHAPP funded HVOP (HIV & Other Sexual Risk Prevention for MARPs and Vulnerable Groups) Project.
Job summary:
The MEL Officer will closely work with the team of the DoDHAPP/HVOP Project of FHI360 Ethiopia and the stakeholders of the project. S/he will provide required ME&L technical support for the PEPFAR/ DoDHAPP funded HVOP Project implementation at selected military-civilian interface settings.
Essential job functions: Duties and Responsibilities
· Make sure all the data collection and reporting tools of the project are readily available and shared with the concerned partners on time.
· Collect data from the project sites and stakeholders, encode into the database and share with his/her supervisor.
· Understand the data that should be reported to the funding agency
· Provide onsite mentoring and coaching support to the project stakeholders and local CMATFs on the use of the tools developed to track project progresses, data utilizations and on time reporting.
· Provide training and technical assistance/ mentoring for the Local CMATFs on utilization of HVOP related data.
· Closely work and coordinate with the Project stakeholder M&E team
· Prepare and apply paper based data collection tools
· Train the relevant project or partners’ staff on ME&L the use of data and data collection tools and supervise the field data collection.
· Review and ensure the quality of data collected from the project sites
· Closely work and collaborate with the project team on the overall MEL implementation (Capacity development, planning, monitoring and evaluation and reporting of the program)
· Closely work with the FHI 360 MEL team on MEL aspects of the organization as appropriate
Job Requirements
Knowledge, Skills and Abilities Required:
· Good technical skills in the areas of MEL, including system establishment and maintenance.
· Sound skills in analyzing, synthesizing, documenting and presenting results of epidemiologic and behavioral research in the field of Public Health -including HIV/AIDS- and Social Welfare Development.
· Knowledge on ongoing and emerging issues in relation to Public Health and Social Welfare Development
· Sensitivity to cultural differences and understanding of the political and ethical issues surrounding Public Health, including HIV/AIDS and other ailments.
· Strong capacity building skills
· Well-developed written and oral communication skills in Amharic, English. Other Ethiopian language skills are also an advantage.
· Willingness to travel to the field regularly
Minimum Recruitment Standards:
· University degree in statistics, public health, demography, epidemiology, information technology or other related fields
· Proven experience in ME&L and database management and research.
· At least 5-year experience in ME&L and quality assurance, quality improvement of development programs out of which at least 2 years of experience on ME&L of PEPFAR programs.
· Experience in the planning and facilitation of training
· Fluent in written and spoken Amharic, English. Other Ethiopian language skills are an advantage.
· Excellent communication skills
· Good oral and written comprehension skills
· Skilled in using application software such as MS Word, MS Outlook, MS Excel and SPSS.
· Experience in using tablet/mobile based data collection
