Jhpiego Ethiopia, an affiliate of Johns Hopkins University is a non-governmental organization that builds global and local partnerships to enhance the quality of health care services for women and families. In Ethiopia, Jhpiego is committed to building the capacity of local institutions, including the Federal Ministry of Health (FMOH), Federal Ministry of Education (FMOE), regional health offices, higher learning institutions, health facilities as well as health professional associations, to respond to the country health needs particularly to address maternal and new born mortality, HIV/AIDS, human resource of health as well as nutrition
Objective;
The HIV service quality management project: implemented by Jhpiego is looking for an Individual Consultant to help achieve the projects’ aim using three major strategic objectives: (1) support FMOH and RHBs in strengthening HIV Quality Improvement (QI) implementation at scale-up and maintenance sub-national units/public health facilities; (2) quality committees of hospitals, which was established under the hospital reform program, will be strengthened; and (3) regular supervision to monitor QI implementation will be strengthened.
With guidance from the Project Director, the Consultant;
1.) Leads execution, tracking and monitoring of outputs of the HIV Service Quality Management at university hospitals in all regions.
2.) Promotes the use of service delivery standards for HIV QI/QM through supporting the development of Nationally owned HIV Quality Improvement and Quality Management tools, and supports regional teams to scale up these tools to a larger number of facilities using innovative approaches that will build capacity of district level health officials and put the scale up into their hands;
3.) Liaises with the FMOH, RHBs and regional sub-offices to institutionalize quality improvement for HIV service delivery:
4.) Represent Jhpiego on key HIV QI/QM or health care technical working groups. Liaise with Jhpiego, and other outside relevant partners and technical experts to ensure that project strategies and interventions are technically sound and evidence-based
5.) Review the work of team of consultants and ensure their efforts are aligned with project work plans and deliverables;
6.) Work with Quality Manager and consultants to integrate principles and approaches of Quality Management into day to day operation of Quality Committee or similar structures at federal, regional, and hospital levels;
7.) Participates in work plans development, implementation and training plans, and other project deliverables;
8.) Works with the M&E and Research team to ensure project interventions are being appropriately monitored
9.) Use performance monitoring indicators to inform progress of activities to donor and stakeholders, and track implementation internally;
10.) Support documentation of HIV QI/QM project interventions, the development and dissemination of success stories and results;
11.) Plan and conduct mentorship and quarterly supportive supervision activities,
12.) Provides mentorship and technical assistance to enable regional teams and public health care facilities to collect, input, analyze and regularly report quality data;
13.) Develop standard operating procedure (SOP) for HIV services QI/QM, analyze HIV service performance data to document successes and challenges
14.) Liaise with Jhpiego, and other outside relevant partners and technical experts to ensure that project strategies and interventions are technically sound and evidence-based
15.) Accomplish all tasks as per the schedule and on timely basis
The consultant is expected to deliver the following:
1. Final approved reports for each supervision and mentorship visits
2. Completed quality improvement cycle report from selected public hospitals and regions supported through PEPFAR mechanisms
3. Synthesis of completed QI cycles ready for publication
4. Final project activity and learning documents ready for dissemination
5. Final project closeout reports and success stories ready for dissemination

Task will be undertaken in a maximum of six months, from November 27, 2017 – May 31, 2018.
