ToR for hiring consultant to provide Technical Assistance to Hadiya Zone Health Department, Maternal Newborn Health and Nutrition Project implementation
Background
To support the Health Sector Transformation Plan (2016-2020) of the Ethiopia, the Nutrition International (formerly Known as the Micronutrient initiative), has developed Right Start Initiative with emphasis on the first 1000 days of life, from conception to the child’s second birthday. It includes project to Improving Access and Quality of the Maternal Newborn Health and Nutrition (MNHN) care in Ethiopia. In collaboration with the Ministry of Health, NI identified and prioritized package of MNHN care that support the national health and nutrition strategies and plans. These package of MNHN care include Antenatal Care (ANC), Iron and Folic Acid Supplementation (IFAS), skilled attendance at birth, optimal cord care and early initiation of breastfeeding. NI is committed to support the Regional and local Ministries of Health to address the quality and health seeking aspects of these package of intervention particularly in building the capacity of managers, supervisors and service providers through tools / guideline development, training and technical assistance to enable them properly introduce and manage the Collaborative Quality Improvement (CQI) approach into the Primary health Care Unit quality management system and to strengthen the existing Pregnant Women Conference (PWC).
Description of consultancy work
The primary purpose of this consultancy work is to provide technical assistance to the MNHN team of Hadiya Zone Health Department and 11 Woreda Health Offices to enable them acquired the skills required to effectively plan, implement, supervise, monitor and report the CQI and PWC approaches during the period between November 20th 2017 and November 19th, 2018. The secondary purpose is to ensure that the MNHN CQI data base is properly established, information is regularly generated and used for decisions and actions in the CQI process. The consultant will be based in Hadiya Zone Health Department and frequently travel to all woredas under the zone.
Reporting Line
The consultant will directly report to the NI-MNHN Senior Program Officer and indirectly to Head of Hadiya Zone Health Department. The consultant will be expected to work in collaboration with the heads of the 11 Woreda Health Offices in Hadiya Zone.
Scope of work
Identify gaps with the planning, implementation, monitoring and reporting of CQI approaches and prepare TA plan (Level of Effort of 41 work days)
Provide on the job mentoring to Zone and woreda CQI team (implement the TA plan) (Level of Effort of 85.5 work days)
Quality assure the Zone, Woreda and PHCU CQI learning sessions (Level of Effort of 42 work days)
Quality assure the training on facilitation skills of the PWC (Level of Effort of20.75 work days)
Provide on the job mentoring to the Zone MNHN – CQI team on CQI-data base handling and on how to use the MNHN-CQI information for decision making and action (Level of Effort of 6.75 work days)
