It does matter what GPU you have because the better the gpu the more it can handle the cpu bottleneck like for me I averaged 70fps in benchmark game is smooth with 1070 and 4970k but my cpu usage was as high as 97% and gpu usage was never fully utilized at 97%/98%.

you guy are seriously surprised? black flag, unity, syndicate, ac3? ring any bells?
you should have seen this coming. if you can name me one ubisoft pc port that doesn't scale poorly on the cpu, then i'll be surprised.
The following was done in ultra high settings on 1080 res. vsync off. resolution modifier 100%. Just running around in the first village.
My highest during the test was 86% usage (cpu at 100%) with unlimited frame rate.
-60fps lock was 78-80%
-45fps lock dropped to 68-70%
-30 fps lock was 58%.
Did tests on very low graphical settings for comparison (rest was the same)
-unlimited frame rate usage was at 86% (cpu 100%)

The biggest way to save the CPU usage is in locking the fps. I'm no pro but I would theorize they are throwing the graphic outputs to the CPU rather than GPU. To get the to work on the 30fps of consoles it seems they focused that. Again no idea but since locking the fps helps a ton and my GPU seems to just sit there twiddling it's thumbs I'd suspect they're just throwing a lot of the graphics to CPU. Especially since going very low to ultra high didn't change the cpu usage (obviously cause it's the GPU's job to do that not CPU) Sad to have to lock the fps on PC but at the end of the day if it's an enjoyable experience I'll get over it.
Edit: For reference for me Playing Shadow of War (to try and get a relative sense of the current gen games) puts my CPU usage at low 50% at the worst of times. tried doing AC black flag to get a point of origin for ubisoft but that was low 20%'s at worst.
yes smart choice but truth here is there is an issue causing cpu bottlenecks. Battlefield 1 beta had similar issues then upon release were gone. Had a few games with such issues eventually get patched/fixed.
Anyways there is also streaming which totatlly justifies going 8 core.
I discovered the same thing yesterday. What I'm actuall doing right now is playing it on my 4k tv with the frame rate locked at 30. Even with rtesolution at 4k and all settings on ultra my processor stay around 75 percent useage. the 30 frames are ok...they seem more stable than 30 to 100 frames with the constant drops.
