JOB TITLE: ENRP Somali – Liaison Manager

REPORTS TO: Emergency Program Director Country Office
MAJOR DUTIES & RESPONSIBILITIES OF LIAISON MANAGER
With direct collaboration and coordination with Concern Worldwide’s Country Office, the Liaison Manager (LM) will be responsible to carry out the following tasks:
· The liaison manager is also expected to be active in the region and participate in meetings with key stakeholders representing CWW and report back to the Head Office for subsequent decision making.
· Regular communications with international donor partners such as UN Agencies (WFP, UNECEF & UN OCHA) and others based in Jigjiga and other parts of the Region, in consultation with the Country Office.
· Ensure the visibility of CWW in accordance to the organisation’s rules and procedures.
· The liaison manager shall be responsible in providing facilitation support for workshops/trainings/meeting arrangements and undertaking to be held in the Region.
· The LM is responsible in updating major project stakeholders on the major progress of CWW projects being implemented in the region.
· Shall be responsible in submitting reports and documents to be sent by CWW to relevant bodies in the region and provide clarification whenever necessary.
· The LM should provide additional support as needed to the Somali Emergency Nutrition Programme, including in data analysis and reporting, highlighting and identifying programmatic issues and working with the Programme Coordinator to make sure they are addressed.
· Shall make herself/himself well updated of major issues in the region and shall report to CWW Head Office. In addition, the liaison manager is expected to report to Concern any sudden outbreaks and early warning information that are uncovered in the entire region.
· Responsible to update oneself with the information about CWW and its programs in the region through reports – that is to be sent on a monthly, quarterly, semi-annually and other reports that is to be sent from Concern Worldwide Head Office - and other means of communications,
· The LM will support strategic partnerships with the region as well as other donor partners in the region by providing top- quality facilitation in any collaboration efforts for both technical support HUB and emergency nutrition project.
· Formal minutes/reports/briefings will be required from the liaison manager to CWW to each meeting and other events conducted in the Somali region.
· The LM should strongly communicate with HO before and after attending external meetings specially with PD and EC
PERSON SPECIFICATION
Education, Qualifications & Experience Required:
· Minimum of a Bachelor’s Degree (nutrition or public health preferred) ; Masters desirable;
· Related extensive experience (minimum eight years for bachelor and six years for masters)
· Experience in monitoring and evaluation of nutrition projects, including project data management/analysis
· Extensive experience on representing and attending higher level coordination meetings
· Excellent knowledge of national and international guidelines, protocols and standards for nutrition response interventions the National Nutrition Programme
· Excellent interpersonal and mentoring skills to support and develop staff capacity of field based teams
· Minimum of one year’s experience of directly managing support functions (logs/HR/Finance) with strong knowledge and understanding of Concern’s policies and procedures and the ability to ensure they are correctly followed
· Experience of managing a team and of providing support to teams from a distance
· Excellent analytical skills and ability to analyse nutrition information and data and generate high quality reports in line with Concern and Donor specifications
· Ability to identify, analyse and solve problems, employing timely and appropriate decision making to implement solutions
· Strong communication skill
· Ability to follow policies and procedures (admin/HR/finance/logistics) and ensure donor compliance
· Strong computer skills including database management, Microsoft Word and Excel
· Excellent English and Somali communication skills (verbal and written)
· Empathy with Concern’s Vision, Mission, Goals and Objectives
