Transform: Primary Health Care is a USAID funded project to improve healthcare outcomes to End Preventable Child and Maternal Deaths (EPCMD) in Ethiopia, which in turn support Government of Ethiopia’s efforts within the Health Sector Transformation Plan (HSTP). Transform: Primary Health Care will operate in the four most populous regions of Ethiopia (Amhara, Oromia, Tigray and Southern Nations, Nationalities and People’s Region). This will be accomplished in part by: mitigating the drivers of child and maternal mortality in Ethiopia’s most populous regions through the facilitation and implementation of quality health service delivery; improved management and performance of health systems; and implementation of innovative and evidence-based social behavioral change and communication interventions. TRANSFORM/PHC will strengthen the capacity of the health system to effectively use management tools and implement best practices at all levels of the health system and health care delivery with a major focus at the primary care level that includes primary hospitals and PHCUs.
The technical specialist is responsible for planning and implementing the comprehensive maternal and newborn, child health and development, malaria and nutrition interventions at different levels across the community, facility, and public health system. S/he works under the supervision of the sub-regional office manager and in close collaboration with the cluster and sub-regional, regional and country office MNH ,CHD ,malaria and nutrition thematic area officers. S/he will be based in the sub-regional Project Office, with extensive travel within the catchment areas of the sub- regional office.
Plan and implement specific components of MNH, child health, malaria and nutrition interventions in the catchment area of the sub-regional offices in collaboration with the regional office ,cluster office and country office teams
Assist the zonal health department and regional health bureau and other public health system in strengthening maternal and newborn, child health, and malaria and nutrition health service in the public health facilities under the guidance of the sub-regional manager.
Coordinate and conduct planned trainings for primary hospitals, health center staffs, HEWs and other public health system relevant MNH ,child health ,malaria and nutrition interventions
Conduct follow-up visits, on the job mentoring, coaching and supportive supervision to ensure the implementation of the trainings provided in the areas of MNH, child health, malaria and nutrition
Perform periodic monitoring for the availability of medical supplies, drugs and equipment, and communicate to the concerned body to address the gaps within the project and to the public sector
Ensure the presence of functional referral system across the service level (health post, health center, and primary hospital)
Collaborate with other partners to increase demand on health service utilization for delivery and other services
Participate in monitoring and evaluation of the four thematic area interventions, in close collaboration with the Transform;Primary Health Care regional team under the guidance of the sub-regional Manager
Provide technical support to cluster-level program staff s in organizing, facilitating, monitoring, and evaluating relevant activities
Prepare MNH, child health and development, malaria and nutrition progress reports on his/her area of responsibilities and submit to the sub-regional manager
Conduct, measure and document changes in relation to MNH, CHD, Malaria and nutrition interventions
Lead/collaborate in the implementation of operation/implementation researches in the thematic areas
Document best practices and success stories identified in the four thematic areas regularly
Ensure the cluster offices has a capacity to provide and follow up trainings given with regards to MNH,CHD, Malaria and Nutrition intervention areas.
Plan the thematic areas budgets and track utilization of the sub-regional office regularly
Collaborate with RHB to develop center of excellence in all the thematic areas with the sub-regional and cluster office team
Ensure the availability of sufficient number of trainers/facilitators for MNH, CHD, Malaria and nutrition related trainings per woreda
Promote a partnership approach for all activities undertaken with relevant stakeholders in the sub-regional catchment areas
Attend and contribute actively to partnership meetings or technical working groups at the sub-regional levels including zones
Coordinate the implementation of SBC messages, strategies, and community-based thematic area interventions in collaboration with partners in the sub-regional catchment areas
Participate in the development of training manuals and required tools in collaboration with the sub-regional, regional and cluster office teams for capacity enhancement of local service providers and their managers in SBC activities.
Contribute to strengthening the use of thematic area specific HMIS data for action to improve evidences based actions
Produce quarterly aggregate report of the thematic areas to the sub-regional program office manager
Masters Degree in Public Health or related fields.
10 years of relevant experience at program, system, hospitals and/or HCs levels
Proven experience in the provision of technical support and capacity building actitivties
Community-level experience in facilitating trainings and workshops is highly desirable
Proven ability to work as a member of a multicultural development team
Excellent English writing and communications skills required, fluency in local language is an advantage
Computer literacy
Must have integrity and pleasant personality.
Must be able to travel to project activity woredas and Keeble’s as per the need and must know the geographic area of assignment well.
Pervious experiences of implementing the thematic areas will be of advantage
Previous experience in managing a USAID or related projects will be an advantage.
