Enterprise Partners (EP) is a wealth-creation programme, which aims to stimulate investment in private enterprise in order to create jobs & increase household incomes for the poor. As the country grows toward middle-income status (targeted for 2025), EP’s emphasis is to enhance the productivity and competitiveness of three priority Agro-Industrial sectors (Cotton-Textiles-Apparel; Livestock-Leather; and Fruits and Vegetables) and to facilitate improvement in the performance of the financial sector. EP, critically, works towards a growth that is inclusive of women and the environment.
2. Job Purpose
The Intervention Manager (IM) is responsible for EP’s front-line. S/he will identify and then analyze selected markets to sport business opportunities that can benefit the poor and will work with businesses that could have genuine interest to serve those markets. The IM will need to understand the ‘big picture’ of the economy to determine what constrains companies from working with the poor and will then, in partnership, develop bankable and sustainable solutions that also raise incomes and create jobs for the poor. These, we refer to, as interventions; EP may often pilot-test those ‘missed opportunity’ interventions to further strengthen the business case for others to be attracted and scale-up the venture.
3. The Position
EP is seeking an intervention manager to join the Enterprise Partners team working on developing the labour pool for the fast expanding industrial sector such as the Hawassa Industrial Park. This entails close involvement and facilitation of a large labour sourcing, screening, grading and recruitment system to feed and meet the needs of existing and future Industrial Parks, primarily engaged in textiles and garment manufacturing. The person needs to have extensive stakeholders management & coordination and requires some level of seniority. It also requires for the person to have an interest, experience and/or good understanding of the dynamics in Human Resources Management (HRM) issues which will equip and assist the IM in meeting the formidable challenges of mobilising and retaining such a large workforce, moving from an Agrarian background and lifestyle, into a disciplined industry environment.
The person will conduct extensive outreach to communities, requiring excellent communications skills, engage with foreign factories to improve their HRM setups and to assist and facilitate the creation of appropriate training entities/systems to build the training capability in-country, especially in soft skills, an area which is most lacking due to not yet having an industrial culture in Ethiopia. Based in Addis Ababa, the role involves frequent travel to rural Ethiopia, where the programme’s beneficiaries, the poor, live and work.
4. Duties and Responsibilities
-Analysis and Problem Solving
· Conduct research and analysis, gather data and information, either primary or secondary, to understand and diagnose opportunities and constraints for poor people and businesses
-Stakeholder Engagement
• Establish and maintain working relationships with all relevant public and private institutions working with EP in the sector
- Reporting and Presentation
· Prepare and present market strategies and intervention plans internally, conduct research
· Engage in opportunity & partner identification, and pitch opportunities to businesses externally
· Develop annual and quarterly work plans, and progress reports
- Business Planning
· Develop bankable business plans to convince internal management and external partners to invest
- Project and Results Management
· Working with identified intervention partners, facilitate and track implementation to assess and communicate results for further decision-making and investment
Education & Experience
BA Degree; Postgraduate Degree is an advantage
Minimum of 8 years of experience and out of which 3 at a senior project/stakeholder management leve, preferably in a business-related or private sector development setting; experience in, or good understanding of the dynamics in HRM and communications fields
Specialized knowledge
Entrepreneurial or business-risk taking experience is highly desired. Programme management experience an advantage
