JOB Purpose:
The jobholder will be primary responsible to implement the program activities at community level and provides continues support and assists the Woreda program officer. S/he will also be responsible to support program planning and coordination in regional program activities and also ensures active involvement of communication with the communities and partners for smooth and successful implementation of program components as per approved program document; and government and donor requirements and standards
KEY AREAS OF ACCOUNTABILITY:
Implement technical activities with households and the community;
Determine and update regularly the equipment needs for the activities;
Contribute to the training of the project beneficiaries;
Represent the program and delivery of coaching and training activities under respective Woreda with the support from program Coordinator and Regional program manager.
Facilitate and coordinate the components of youth workforce development activities, like facilitate trainings, provide coaching and organized mentoring and work placement programs for unemployed and underemployed youth.
Support Youth Facilitators in community mobilization, need identification, planning and effective implementation of program components.
Facilitate the active participation and building of trust with communities and other stakeholders and work closely with IGAs, TVETs, youth associations, private sectors, FTCs or PTCs, Youth focused government organizations, training institutes and etc.
Spearhead the mobilization of all stakeholders and follow up routine tasks of the program implementation at site level.
Ensure the regular program component data collection and reporting is on time.
Coach and record participant personal development plan (PDP) progress
Organize workshops and trainings under the direction of the project Coordinator.
Ensure regular communication between REST and communities.
Work closely with Woreda Women, Children and Youth Affair Offices/other partners.
Be part of the planning team of the POTENTIAL program staff at Woreda level.
Develop quarterly activity plans and reports in close consultation with the Woreda program officer
Be the translator of local languages for other program staff, consultants and visitors.
Accurately express SC/REST position, objectives and policies.
Carry out other duties as requested by the project coordinators
Working contacts
External: Government partners at local level. Occasionally presenting project findings or Networking with other NGOs, UN agencies or relevant bodies regarding the project work and related policy issues.
Internal: Regular contact with the Livelihoods Coordinator, community facilitators, other SCI project teams and Livelihood advisers in Addis Ababa.
Other: Other local and international NGOs operating in the same area or sector, beneficiary communities and project suppliers or service providers such as consultants.

QUALIFICATIONS AND EXPERIENCE
Essential
BSc Degree Agronomy, Agro business, Rural Development, Horticulture or other relevant fields of study and at least four years relevant experience.
At least 4 year relevant project management experience in an international NGO or similar organization.
Good technical knowledge of policy and practice in the field of livelihoods , crop and livestock productivity as well as other cross cutting issues
A good understanding of development issues and the policy context in the operational areas and Ethiopia generally.
Experience of managing donor(s) funded projects or programme.
Experience in developing and monitoring budgets.
Computer literate in word processing and excel packages.
An understanding of child rights and their protection and fulfilment in the development context.
