Authorities in Frederick have charged two young men with kidnapping and raping a classmate. Police said a third suspect remains at large.Police said the victim was grabbed by three young men while she was walking home in the Hillcrest neighborhood on Sept. 2. Police said the suspects struck the victim, pulled her hair, took her to a vehicle and drove her to an unknown apartment in the area, where the victim was sexually assaulted."All three males took her into a car at knifepoint and took her to another apartment in the area, at which point, two of the males allegedly raped her," Frederick police Detective Sgt. Andrew Alcorn said.Police said the victim identified two of the suspects as classmates, Edgar Natanal Chicas-Hernandez, 17, and Victor Antonio Gonzalez-Gutierres, 19. Police said the victim wasn't able to identify the third suspect, who had his face covered.The victim said Chicas-Hernandez and Gonzalez-Gutierres raped her while the third suspect filmed the attack, which lasted for hours, police said.Police said the suspects dropped the victim off at her home with a threat not to tell police.Police learned through the investigation that a 13-year-old female acquaintance of the victim might have orchestrated the incident."We believe that the younger acquaintance did know that this was going to occur," Alcorn said.According to charging documents, the acquaintance contacted the victim's boyfriend on social media a few days before the attack, saying, "She had someone who was going to rape and extort money from (the victim). (The girl) asked if he wants to be part of her plan because it will be fun."Police said the boyfriend declined to participate. Police said that after the attack, the 13-year-old acquaintance "said she had a video of the rape and that she would show it to him if he gave her one night of pleasure."Chicas-Hernandez was arrested on Sept. 12, and Gonzalez-Gutierres was arrested on Sept. 13.Police are working on recovering the video and trying to track down the third suspect. "This was not a case of mistaken identity or random attack. This was definitely they knew each other. As to their motive, we don't know the answer to that question," Alcorn said.Police said there is no danger to the public."Frederick is a quiet town. We don't see a lot of cases like this," Alcorn said.Immigration and Customs Enforcement released a statement about Gonzalez-Gutierres, saying they have an immigration detainer out for Gonzalez-Gutierres:“ICE encountered Victor Antonio Gonzalez-Gutierres, a citizen of El Salvador, at the Frederick County Adult Detention Center April 24 after his arrest on local charges and issued him a notice to appear in immigration court. Gonzalez-Gutierres posted immigration bond April 27. ICE has lodged an immigration detainer with Frederick County after his most recent arrest on criminal charges.“ICE lodges detainers on aliens who have been arrested on local criminal charges when the agency has probable cause to believe an alien is removable from the United States. These detainers serve as a legally-authorized request, upon which a law enforcement agency may rely, to continue to maintain custody of an alien for up to 48 hours so that ICE may assume custody for removal purposes.
