Background
As of July 2015 there are 46,024 community members living in Itang Woreda of the Gambella Region. The Itang water supply systems is currently providing water for 30,000 residents in Itang and Terpham Towns and 176,511 people in Tierkidi, Nguenyyiel, and Kule refugee camps
The Gambella Regional Water Bureau, in coordination with UNICEF, UNHCR, and ARRA designed an integrated water supply system with production capacity of three million liters per day to serve approximately 150,000 persons in Kule and Tierkidi refugee camps as well as the community of Itang Woreda. This water system was built to ensure the supply of 20 L/per/day of safe water within a maximum distance of 200 m from households to water points. The integrated water system was designed with the long term aim of sustainable service provision and full cost recovery.
The Ministry of Water, Irrigation and Energy (MOWIE) has the mandate within the Government of Ethiopia to resource, implement, and operate small town urban water supply schemes. As part of this mandate and based on the Proclamation No 49-1999-20170524173352 issued by Gambella Regional state council the regional water bureau has created the Itang Town Water Utility to regulate the water supply service as a supervisory body. Services will be provided on the basis of robust sanitation and water business planning so as to promote durable and well organized solutions.
This position requires significant coordination with diverse stakeholders that include RWB, UNICEF, UNHCR, ARRA, NGO partners, international and national engineering and consulting firms, refugee populations, and client users.
Overall Duties
Under direction from the General Manager, to manage and coordinate the Utility’s personnel programs, services, and activities including salary and benefits administration, workers’ compensation, risk management, safety, training and development, employee relations, recruitment and selection, and related functions; and to provide highly responsible and complex administrative support to the General Manager and to perform related duties as required. He/she will ensure appropriate staffing the of the Utility in accordance with feasibility outlined in the business plan.
Overall Duties
The Procurement Officer is responsible to organize and coordinate the development of the operations plan and the annual operating plan of the utility; responsible to develop and implement the monitoring and evaluation mechanism for periodic evaluation of performance on execution of planned tasks in the utility. He/she will plan, organize, coordinate, direct, and control the activities of procurement, and manage the tariff collection revenues.

Qualification Requirement
First degree in Economics, Management, Marketing or MIS, or Statistics and 3 years of relevant experience in financial management.
