Project HOPE the People to People Health Foundation Inc. is a US based non-profit organization founded in 1958. The organization has nearly six decades of experience in providing lasting solutions to health problems and improving the quality of life of the world’s most vulnerable populations. Project HOPE is dedicated to implement high quality health and health related programs with the mission of helping people to help themselves. It has implemented more than 500 programs in over 130 countries in a wide range of healthcare areas, including Health Systems Strengthening (HSS), Maternal Neonatal and Child Health (MNCH), TB, HIV/AIDS, malaria, and chronic non-communicable diseases such as diabetes, respiratory and cardiovascular diseases. Currently, the organization provides health services and program implementation in more than 35 countries globally.
JOB SUMMARY
Works closely with Community Systems and Capacity Development Director, Finance and Admin Director to ensure effective grant management and capacity building of local systems and structures including local implementing partners. S/he will bridge between the finance and compliance and program management teams of the project. The position holder will co-lead LIP engagement, performance monitoring and compliance.
SPECIFIC RESPONSIBILITIES
1. Capacity assessment of local systems and structures for effective implementation of community based HIV/AIDS programs
2. Selection and engagement of local implementing partners and stakeholders
3. Design and implementation of local capacity building assessment tools and systems
4. Regular sub-grant management and oversight
5. Provide oversight to ensure adequate adherence to grant compliance, financial management, technical coordination and project progress reporting
6. Manage and coordinate the approval of modifications, cost extensions, and no-cost extensions for project milestones, as applicable
7. Liaise communications and sub-award performance between the program implementation and finance and compliance team
8. Coordinate the tracking and analysis of expenditures for project grants; review ‘Budget versus Actual’ reports on a regular basis to ensure expenses are in line with grant requirements and projected spending
9. Use DevResults system to ensure tasks, activities and work packages are properly assigned and tracked during project implementation.
Required Skills/Experience:
1. Master’s degree in social science, developmental studies or related fields
2. Over 8 years of professional work experience on local capacity building and/or sub-grant oversight in the context of heath and HIV/AIDS programs at community level
3. Experience managing of comprehensive community based HIV and AIDS treatment, care and support services.
4. Experience in strengthening systems and processes for ensuing provision of care and treatment of People living with HIV and AIDS, and building the capacity of government, communities and other civil society organizations
5. Experience in engaging representatives of the host country government, civil society organizations, international development organizations and NGOs to support project implementation
6. Demonstrated experience in managing LIP sub-grant management and oversight for USAID/PEPFAR funded project.
7. Demonstrated interpersonal communication and facilitation skills, writing and oral presentation skills in English with the ability to lead high-level meetings, forums, and conferences
