Duration of assignment: 4 month (depending on the completion of the improvement)
Contracting Authority: Oxfam in Ethiopia.
Background and rationale:
Oxfam has its current field office situated in Kebele 05, Karamara Hospital Road, Jijiga, Ethiopia. The entire premise measures approx. 2200 sqa. Meter including three office building, one warehouse, four togole. Current office set up needs some improvement which relates to renovation and build new structure and repairing the utility facilities.
Objectives of the Assignment and job description:
The objective of engaging a Technical Person/ i
nterior farm is to ensure appropriate and quality work in designing, implementation, and supervision is done as per below scope of work.
1. Office premises wall.
a. Develop a layout plan of office premises wall including the guard room
b. Prepare a BoQ of construction of wall.
c. Liaison with neighbour for demarcation of premises boundary and resolve any disagreement occurs with the consultation of Oxfam management.
2. Server room extension:
a. Develop a layout plan of Server room extension
b. Prepare a BoQ of Server room.
3. Construction of new toilet and wash facility:
a. Develop a layout plan of six chamber new toilet including pit/septic tank.
b. Prepare a BoQ of toilet including the improvement plan of existing two chamber toilet.
4. Extension of meeting room:
a. Develop a layout plan of extension building for meeting room.
b. Prepare a BoQ of meeting room including the improvement plan of existing building.
5. Assessment and repairing of electric connection:
a. Develop a layout plan of extension building electric connection.
b. Prepare a BoQ for new connection and repairing work.
Deliverables:
a. Prepare Layout and design: Layout should include all security measures and health and safety issues. All design and concept should be in consideration of diversity, gender sensitivity and also user friendly for people with disability.
b. Process necessary permission from the City administration or any other govt. Office as necessary.
c. Advise procurement committee: prepare all BoQ and technical specification for the work and necessary documents for RFQ/ Tender documents. Participate in supplier selection process as technical advisor following Oxfam procurement policy.
d. Supervision and monitor execution of work: Monitor selected construction service providers work with full supervision and ensure the work is completed as per agreed timeline, design and expected quality.
e. Quality checking: Ensure the right quality materials is used and workmanship done by the supplier/ contractor.
Essential Qualifications & Work Experience:
A. B.Sc/Diploma in Civil/ interior Engineering/ Architecture from recognized institution/university
B. Person with minimum 3 years of experience in civil construction/ interior / Architectural and electrical. Experience in working with interior design and Construction Company would be a plus point. For interior farm, there should be a dedicated team having similar experience is required.
C. Good understanding and knowledge on materials availability in market and civil works, interior works, electrical, LAN & AC works.
D. Have good influential attitude and knows country law for construction work and dealing with local government for getting permission on any engineering work/ construction work.
Skills and Attributes:
• Excellent understanding of technical input going in interior design constriction/renovation, designs, estimates.
• Understanding of the good observing designed standard of quality.
• Knowledge of different quality standards and routine quality checks needed for maintaining standard.
• Knowledge of maintaining site record on works
• Knowledge of recording measurement and bills of quantities preparation.
• Knowledge of minor and routine maintenance checks of construction equipments.
• Ability to monitor, evaluate and analyze the activities.
• Ability to work effectively in a multidisciplinary team.
Terms of contract :
The contract is purely temporary & may be extended beyond initial period of contract on satisfactory performance & need of new assignment.
Selection and proposal requirements:
Oxfam in encouraging all interested individual person or any interior/ engineering farm to submit their offer both financial and technical. Selection process will be followed as per Oxfam’s consultancy hiring process and the evaluation would be done considering below set criteria.
Financial Evaluation: (Total 50%)
1. Price (price is expected for complete job done. Breakdown of price is expected according to the assignment. )- 40%
2. Payment terms- 10%
Technical evaluation: (Total 50%)
3. Technical proposal (proposal should be in brief reflecting the strength of the person/ farm/ team who will be working in this project, concept of work, draft layout design, time frame of different task, methodology of work, over all presentation etc)- 30%
4. Work experience and reference checking ( accomplishment of last two years projects, need completion certificates and contact details of project focal/organization for reference checking)- 20%
