Introduction
Brooke is a leading UK equine welfare charity which has been working in Ethiopia since 2006 with a country office in Addis Ababa. Brooke aims to improve the welfare of working equines, together with the livelihoods of people dependant on these animals. Brooke Ethiopia (B-eth) has entered a new Strategic phase and by the year 2020, the Brooke Ethiopia will sustainably improve the equine welfare of some of the neediest rural and urban equines in Ethiopia. In order to achieve this, the role of Communication Officer is critical.

Main purpose of the job:
Ø Ensuring that the Brooke Ethiopia programme has good quality, accountable and efficient community engagement programmes through project planning, implementation, monitoring and evaluation of community engagement undertakings.
Main Tasks and Responsibilities:
1. Programme Planning:
a. Preparing project ideas and concept notes, in consultation with the Program Design and Quality Assurance (PDQA) Manager, Programme Team and the field staff within the framework of the BE multiyear and strategic plan.
b. Preparing/developing project proposals in collaboration with PDQA and Programme Operations Team in areas of community engagement.
c. Put forward innovative community engagement approaches linking animal welfare to livelihoods, and facilitate the inclusion of such idea into staff discussions, annual plans and budgets.
d. Support the PDQA to develop training plans to all stakeholders and staff
e. Actively engage in the process and support the programme staff in the revision of plans and budget reforecasting.
f. Support the PDQA and the Country Representative (CR) in the preparation of strategic plans and programme policies and strategies.
2. Coordination and Facilitation of Programme Implementation
a. Closely follow up the implementation of planned Community Engagement interventions.
b. In consultation with the PDQA develop/refine working guideline to work with local service providers (other than health and farriery)
c. In consultation with the PDQA develop/refine working guidelines and materials for training and educating owners, users and staff as well
d. Provide community engagement focused support to Brooke teams in the field including capacity building of the team
e. Identify issues and challenges encountered during the implementation of projects, suggest and take the necessary actions to address them, in consultation with the PDQA.
3. Technical Support and Capacity Building on PCM for the Field Staff and partners
a. Provide field staff with the necessary information and updates on the Brooke strategies, policies, procedures, standards, as well as emerging situations and changes with regard to the Community Engagement component of the programme.
b. Provide advice and technical support to field staff in the implementation of community engagement projects.
c. Identify capacity support and development needs of the field/programme staff focusing on areas of community engagement.
d. In consultation with the PDQA, plan and organize community engagement capacity development training and support to field/programme staff. This can be providing training or organizing and facilitating external trainings.
4. Monitoring, Evaluation, Reporting and Learning
a. In collaboration with the PDQA, develop a monitoring and evaluation plans for the programme, within the framework of Brooke monitoring and evaluation standards.
b. Ensure maintenance of good baseline data and indicators for the programme.
c. Conduct regular project visits for follow-up and monitoring of implementation of projects.
d. Follow up the implementation of recommendations from project monitoring and evaluation.
e. In consultation with the PDQA, plan and coordinate programme/project evaluations as required.
f. Prepare and organize information and data on projects for head office and donors, as required.
g. In collaboration with the Communications Officer, document lessons and case stories from the field.
5. Technical liaison person for BE’s Community Engagement programme component
a. Work closely with the Brooke UK staff (especially with the welfare team) to ensure BE is properly utilizing and benefiting from knowledge and skills, as well as other resources in the London office.
b. Will be the focal person and the link between the Brooke UK office and BE’s community engagement programme.
6. General
a. Perform such additional tasks as may reasonably be required by the PDQA.
b. In undertaking the role, comply with all Brooke global and country policies and procedures.
c. As part of this role, there is a need to travel as required, sometimes at short notice, within the country or abroad.
