Yes, that is a Teletubby you're looking at. For those who didn't watch the wildly successful (and slightly creepy?) '90s British children's show, The Teletubbies, this is one of the four main characters (Tinky-Winky, Laa-Laa, and Po were the others. But you already knew that because of the gets-stuck-in-your-head theme song).

Dipsy really worked it.
