1. Introduction of NBPE
National Biogas Programme of Ethiopia (NBPE) is hosted and coordinated by the Ministry of Water, Irrigation, and Electricity (MoWIE) and started promotion of biogas since 2008 in 4 regions namely, Amhara, Oromia, Southern Nations and Tigray. NBPE, which is currently in its phase II, is part of a 5-country regional program called Africa Biogas Partnership Programme (ABPP) with a total target of construction of 100,000 biogas plants. The program benefits from financial support from the Foreign Affairs Ministry of the Dutch Government (DGIS) for which Hivos acts as the Fund Manager while receiving Technical Assistance from SNV.
A Local Capacity Builder (LCB) is to be engaged in this task through a competitive process. The LCB’s tasks will focus mainly on areas of mainstreaming bio-slurry in the agricultural extension system by operationalizing and strengthening the partnership as envisaged in the letter from the MoANR to the regional BoANRs.
Specific tasks:
i. In Collaboration with MoWIE/NBPE and SNV, conducting two days Consultation Forum with Regional Stakeholders on Mainstreaming Bio-slurry and Responsibilities of Stakeholders (BoANR, BoLF, EDGET, ISFM+, AGP, Digital Green, RARIs and Universities) with the purpose of
· discussing and endorsing the current progress with MoANR
· sharing experiences (best practices/innovations from Ethiopia and abroad)
· sharing roles and responsibilities among actors
· agreeing on next actions and start implementing based on agreement
· Regular follow up of implementation together with SNV and NBPCU
ii. Creation of Special Linkages with Important Actors along Bio-slurry Value Chain in the Region (at least 5)
· Linking gardening groups with bio-slurry producers in peri-urban areas
· Establish compost producer farmer groups and link them with market
· Using bio-slurry compost for horticulture nurseries (public)
· Provide input for compost producing users.
iii. Capacitate users, BCEs/masons, DAs and Experts on Handling, Management and Use of Bio-slurry
· On house improvement (separating urine from dung, and proper collection and use of urine and dung)
· On bio-slurry handling and management (composting, shading and drainage)
iv. Conducting Demonstrations on High-Value Commodities in Irrigable Areas
· Jointly select woredas for action (irrigable kebeles, water available for household gardening)
· Jointly identify important high-value crops, gardening activities for women and forage development activities
· Conduct certain number of demonstrations per woreda
· Train women in home gardening
· Validate the outputs of the demonstrations for drawing recommendations
1. Team Composition
The LCB will have the following core team members with the expertise:
1) Team Leader – with a relevant master degree and with more than 10 years relevant experience in bio-slurry research, training, and extension
2) Soil scientist - with minimum bachelor’s degree in agriculture science and with more than 5 years relevant experience in bio-slurry research, training, and extension.
2. Selection criteria of LCB
The following 3 sets of criteria will be employed for the selection:
a) Technical criteria for qualification:
· Must be a legally registered NGO in Ethiopia with regular renewal of registration and tax clearance (validated by registration certificate and tax clearance reports)
· Must have at least 5 years of experience in bio-slurry extension in program the four regions (Amhara, Oromia, SNNP and Tigray),
· Must have technical expertise with at least 5-year experience in the field of bio-slurry and soil fertility management and in the field of training and capacity development,
· Must have implemented projects, at least with a total budget of ETB 5 million per year in last 3 fiscal years,
· Must have a team of 2 members, as mentioned under 8 (Team Composition).
All of these criteria must be met to apply or qualify for next step of evaluation. This means, any aspiring applicant not meeting the criteria should not apply and if applied, the applicant will be automatically disqualified.
