Description about the project
Save the Children, on behalf of a consortium made up of three other INGO partners, is seeking for high calibre, experienced and innovative development practitioners for an anticipated DFID funded four-year migration program that aims to address irregular and unsafe migration from and through Ethiopia. The program plans to protect would-be migrants and refugees from unsafe irregular migration through the provision a number of services tackling the different risks and vulnerabilities of women, men and children, especially unaccompanied children, undertaking unsafe irregular migration. The program further aims at gaining a greater understanding of migration dynamics affecting Ethiopia through formative as well as operational research and analysis. Save the Children would like to invite high calibre program design and implementation professionals, with relevant technical and programme management expertise and experience who can bring complementary range of skills, to enable effective and high quality delivery of all aspects of the programme. A summary of skills and experience required for each position is presented in the following sections.
KEY AREAS OF ACCOUNTABILITY:
The MEAL Advisor has crucial roles in assuring data collection, reporting and quality implementation of the project. He/she oversees the development and implementation of project MEAL system, as appropriate. He/she ensures that all required tools are in place and are user friendly. The MEAL Advisor maintains and manages the project system for monitoring project progress against set targets, ensuring that the system is functional and institutionalized within the project management framework. He/she coordinates the operational research activities, as appropriate, by closely working with the project Research Managers and the Deputy Project Director, and works closely with the operational research lead partner teams to ensure quality of implementation of all operational research activities. He/she will have overall responsibility for data collection, collation, analysis and reporting. He/she travels as needed to support field staff members and partners to ensure proper implementation of project MEAL systems to contribute effectively to quality data collection and management. He/she oversees development, functionality and use of database systems to strengthen interventions and improve their quality and efficacy. He/she will oversee development and implementation of community-based approaches to gather, analyse and use data in decision-making.
MINIMUM QUALFICATION, EXPEREINCE, COMPETENCIES
· Master or a Bachelor degree in Statistics, Education Administration or MEAL including studies relating to research and statistical analysis with research experience in education or other related field from an accredited college or university.
· A minimum of ten years of experience in monitoring and evaluating complex, large scale and integrated education and/or other community based development projects especially on reading/literacy.
· Minimum of 5 years of project M&E management or supervisory experience.
