Brief Description of the project:
Overall objective: To contribute to the reduction of irregular migration from Northern and Central Ethiopia by improving the living conditions of the most vulnerable population, including potential migrants and returnees with specific focus on youth and women.
Outcome: To establish inclusive economic programs that create employment opportunities for potential migrants, returnees and refugees, especially women and youths, in Addis Ababa by strengthening the capacities of local vocational training providers (TVET) and promoting public private partnerships (PPPs) in strategic economic clusters
iOc 1: Improved access of beneficiaries to TVET and employment opportunities through the promotion of partnerships among TVET service providers and the private sector. iOc2: Improved capacity of selected industrial clusters to create additional job opportunities with a special focus on the promotion of decent work.

Co-Applicant: VIS, Concern, Chadet.
Target Groups: 1500 Potential migrants (PMs), returnees and 200 refugees in 4 subcities (Arada, Addis Ketema, Kirkos and Yeka); Public Employment Services (PES) staff in 4 subcities; 4 TVET colleges (Lideta, Misrak, General Winget and Don Bosco); 3 Private companies (EIFCCOS, METEC and MISAK).

Main Responsibilities and specific tasks include but not limited to the following:
§ Ensure the implementation of the project is done in accordance with the terms and conditions specified by the donor;
§ Providing support to the Program Managers in all aspect of implementing VIS and partners’ intervention in Addis Ababa.
§ Organize weekly and monthly action plans to meet the objectives of the project;
§ Establish and maintain professional working relationships with the leading agency (PIN) the other main partners, with the donors, NGOs (both local and international), and relevant government authorities;
§ Conduct regular monitoring visits as per VIS’s standards;
§ Provide VIS Addis Ababa Office weekly, monthly and quarterly narrative and financial reports, following the donor guidelines;
§ Collect regular detailed progress report with monitoring updates and trends seen in the field from project staff and submit in a timely manner.
§ Contribute to revision and updationg of data to ensure information is accurate and up-to-date
§ Maintain regular contact with other international and local non-governmental organizations (NGOs) and government officials working to serve as a network for obtaining and coordinating information regarding current and future work in the area (represent the organization in the cluster);
§ Facilitate effective communication with VIS main office, partners and stakeholders;
§ Assist with new feasibily study for scaling up the program if required.
Logistics and administrative management for the program
§ Follow-up the budget application process with partner;
§ Prepare the purchase requests and submit them to the administrative department for approval;
§ Manage and monitor project finance and budget; maintain strong control on budget ensuring spending within available resources and in compliance with the donor’s and VIS’ guidelines;

Essential qualifications, skills and abilities required:
§ Relevant academic degree or further qualification in International development, economy, sociology, etc.;
§ Experience in project design, monitoring, review and evaluation and the application of this information to programme quality improvements.
§ Five years work-related experience and NGO work experience (in the fields of : TVET, local development, promotion of partnership with private sector, migration, education,) will be considered an asset.
§ Experience working in consortium program
§ Excellent personal and public communication and negotiation skills with all types and levels of stakeholders;
§ Very good understanding of monitoring, reporting and evaluation processes;
§ Ability to take the initiative, multi-task, prioritize work and meet deadlines;
§ Very good representation and diplomacy skills;
§ Willingness to travel and work long hours when necessary;
§ Ability to maintain a high degree of professionalism in the face of highly emotive and stressful problems
