Piloting the PSNP4 and Nutrition Linkages in two districts of SNNPR, Ethiopia Project
Documentation of Lessons learnt and project implementation
Project Summary
Concern was invited by UNICEF to pilot Nutrition and PSNP linkages in SNNP Region. The planned 2 years pilot project (from September 2015 to December 2017) aims to improve the health and nutrition status of target Productive Safety Net Programme (PSNP) clients through nutrition sensitive initiatives delivered under PSNP4 in Halaba Special Woreda and Shashego Woreda of Hadiya Zone, SNNPR.
The project will benefit the population residing in all 34 Kebeles of Shashego Woreda and 46 Kebeles of Halaba Special Woreda by improved nutrition services and community awareness raising activities. Individuals residing in 80 PSNP Kebeles also benefit from additional agriculture inputs to increase diet diversity and nutrition awareness raising through community and school level initiatives.
The scope of the pilot programme is integrating and linking improved nutrition services to PSNP4 beneficiaries using a range of interventions including Health, Nutrition, Agriculture, and a small component of WASH.
Concern’s role is to promote and monitor how the linkages work between PSNP4 and National Nutrition Programme (NNP) Health Extension Programme (HEP) and how multi-sectoral arrangements can support nutrition outcomes. Concern is working in close collaboration with Regional, Zonal and Woreda level Health, Agriculture and Natural Resource Development, Water, Mines & Energy, Labour & Social Affairs and Education Offices to improve uptake of service provisions in the PSNP4 that benefits Pregnant and Lactating Women (PLW), malnourished children under 5 years as well as supporting Farmers Training Centres (FTCs) and PSNP farmers/women and school nutrition clubs.
Purpose
The general objective of the project is to improve the health and nutrition status of target PSNP clients through nutrition sensitive initiatives delivered under PSNP4 in Halaba Special Woreda and Shashego Woreda, SNNPR.
Specific objectives
a) Increased uptake of nutrition and primary health care services among pregnant women and lactating mothers of children <2 years among PSNP clients in both Halaba Special Woreda and Shashego Woreda, of Hadiya Zone of SNNPR. This includes antenatal care (ANC) attendance, Iron folic acid distribution, deworming, growth monitoring programme (GMP), Immunization, Behaviour Change Communication (BCC) attendance.
b) Increased proportion of children aged 6 -23 months among PSNP households who report regular access to Minimum acceptable Diet (MAD).
c) Increased nutrition and health awareness and optimal nutrition practices among school going adolescents.
2. Overall Objective of the lessons learnt documentation
The overall objective of this assignment is to document the “Piloting PSNP4-Nutrition linkage” project implementation processes and learnings throughout the project life (September 2015 to December 2017), in respect of the project goal and specific objectives contributing to improved diet diversity in 6-23 months children and enhanced service uptake by pregnant and lactating mothers as listed above. The documentation will include the extent to which each result contributes (or not) to achieve the desired outcome.
3. Specific Tasks
The process and activities involved in implementing each Output of the project will be documented and assessed for their contribution to the desired outcome.
The consultant is expected to:
· Assess the extent that the programme has contributed to achieving the programme output & assess the extent that it contributed to programme objectives.
· Assess the programme participants to identify the lessons learnt and recommendations.
· Produce the review report documenting all lessons learned and suggested recommendations.
· Document the challenges, opportunities, best practices and recommendations supported by case studies and video footages

5. Methodology
A consulting firm or a team of consultants is recommended to conduct the documentation study. The consultants are expected to present, in detail, their approach, methodology and tools, with a work plan and time frame that addresses the preparation and document review, extensive desk review of relevant background information, surveys and assessment reports (baseline and midterm), findings of supportive supervision, review meetings and internal Process Monitoring and Coaching by Unicef, Concern WW, Government and other partners, field work, data analysis and reporting against the expected outputs, with reference to the overall objective and specific tasks.
The consultant is expected to conduct extensive qualitative and quantitative assessments with key stakeholders including but not limited to beneficiaries, HEW, HDA, govt (MoLSA, MOA, MOH, MOE, MOWE at all levels).
Required qualifications:
1. Reporting and Monitoring
In all matters relating to the documentation of the lessons learnt study, the consultant team leader will communicate with Director of Programmes, Health and Nutrition Coordinator and International nutritionist at Concern Head Office every two weeks to discuss the progress of the lessons learnt documentation and the challenges, if any. The Terms of Reference and the agreed time frame will serve as the basis for monitoring progress.
The output of the documentation shall be submitted in the form of a report (both hard and soft copies).
2. Estimated Duration
The total consultancy days will be 30 days.
3. Proposed Time Frame
The documentation study is scheduled to start during the first week of November 2017. The preliminary draft report is expected by 30th November and submission of the final report by 8th December 2017, after adjustments have been made in respect of the stakeholder comments received.
4. Costs Covered
The funding can be used to pay for salaries and travel costs that are related to meeting the project documentation study objective and outputs. This might include and transportation and refreshment expenses for interviewees.
5. Process, next steps:
The consultant will be provided with Project Results Framework and are asked to submit a proposal/ work plan (4-8 pages) outlining method, approach, timeframe and expected daily rate by 03/11/2017. A decision will be taken based on the quality of these proposals.
