Job Purpose
The overall objective of this position is to support Concern’s emergency programme team, to contribute to the development and implementation of Concern’s emergency response programmes, monitor potential emergencies in the country and ensure Concern has up to date, accurate information on unfolding and ongoing emergencies. This role will also focus on representation of the organisation to further raise Concern’s profile in emergencies, including liaison with government authorities and humanitarian actors.
Main Duties & Responsibilities:
A. Emergency preparedness, response and recovery planning and project implementation
· Monitor potential emergencies and advise leadership team on appropriate response
· Coordinate and lead assessments and verification missions in hotspot areas.
· Take a lead role in start-up missions for new emergency response projects
· Provide capacity building support to the field teams implementing the programmes, such as on the job training, organising training programmes in emergency issues (either individually or in conjunction with other departments/ agencies).
· Contribute to the development of Concern Ethiopia’s annual Preparedness for Effective Emergency Response (PEER) plan
· In collaboration with the team and Area Offices, consolidate the early warning data collection system that include revising checklists, reporting schedules and feedback systems
· Coordinate with the nutrition teams to ensure sufficient food pipelines and monitor and report on the food pipeline data to the PD and Emergency Nutrition Manager.
· Take the lead in small once off emergency interventions such as AWD, flood response.
· Contribute to the development and drafting of concept notes, project proposals and budgets on emergency response, recovery, preparedness and rehabilitation. Ensure they adhere to quality standards of Concern’s PCMS and national and international standards for performance.
·Ensure the timely submission of all government proposals and review them before submission.
· Support emergency response in areas/ regions where Area Offices are not able to lead and manage emergencies, if the situation arises.
· Ensure DRR/ Resilience is mainstreamed in emergency response.
· Keep up to date with any changes or updates of national assessment results, appeals and guidelines, and communicate these to relevant staff at Head Office and project levels
· Document and communicate lessons learnt and best practice achieved regarding emergency programmes at all times.
· Perform any other duties appropriate to the position and assigned by the Programme Director.
B. Human Resources
· Support staff development through coaching and mentoring to enhance the capacity of relevant staff.
C. Reporting and Documentation
· Compile internal and external monthly, quarterly, and project end reports in line with reporting deadlines, and regularly check quality of reports produced by the field teams and provide feedback.
· Provide brief internal monthly/weekly plans and updates to the Programme Director
· Keep the Emergency Department folder up to date and ensure files are in correct order.
D. Networking
· When requested by the PD, represent Concern at Federal and Regional level coordination/ sectoral cluster meetings pertaining to the emergency response preparedness and recovery and other meetings.
· Ensure good collaboration and participation of government and other relevant partners.
· Liaise with national and international bodies to ensure information sharing, co-ordination and linkages where appropriate, including ensuring they have up to date matrixes and information on Concern’s emergency response interventions.
· Liaise with concerned government bureaux and/or departments at regional and zonal level regarding response plans, agreements, reports, training etc
· Create appropriate links, working procedures and information sharing with the stakeholders – UN agencies, INGOs and government bodies.
E. Monitoring & Evaluation and Accountability
· Conduct supervision and monitoring visits to programme and project areas and identify issues related to programme quality issues.
· Regularly provide feedback to the monthly monitoring reports and improve reporting, in collaboration other departments
· Support the development of M&E plans with the involvement of project staff, Area Coordinators and other relevant stakeholders
· Support in rolling out HAP principles across emergency response, recovery and rehabilitation projects.
F. Humanitarian Response Partnerships
· Act as the focal point for any partnerships that involve local NGOs in humanitarian response
· Assist in project development of any humanitarian response partnership programmes
· Work with partners to ensure that projects are well managed, with timely, accurate and quality implementation and narrative and financial reports
· Document all communication, correspondence, meetings etc with partner organisations
· Coordinate the implementation of partner’s monitoring and evaluation
· With the PD, contribute to the development of Concern’s strategy relating to the involvement of local partners in humanitarian response and take the lead in the implementation of any subsequent plans.
G. Other
· To participate in Concern’s mainstreaming of gender and HIV (both internally and within programmes) and in the implementation of the beneficiary accountability system.
· This role requires flexibility and the job holder is to carry out any other tasks requested by the Programme Director.
Required Qualification and Experience
Essential:
Ø Masters Degree in Humanitarianism, Development or related fields with minimum of 5 (five) years or 8 (eight) years relevant experience respectively.
Ø Minimum of four years in NGO Experience
Ø Experience of working with and understanding of humanitarian standards and principles of good practice
Desirable:
Ø Experience of working with donors
Ø Strong diplomatic and interpersonal and negotiable skills
Ø Strong written, organizational and verbal communication skills
Ø Computer Literate and fluent in spoken & written English
