Accountabilities Ï |
|
· Coordinate, assess and supervise the proper functioning of the health posts /outreach activities (HIV, TB , etc.), according to MSF protocols and procedures and through the correct compilation and analysis of medical data regarding patients’ health conditions. · Check all administrative procedures related to patients’ follow-up (individual card filling, registers, paper exit, discharge, transfers ...) are correctly carried out according to MSF procedures. · In collaboration with the Pharmacy Manager prepare the medical orders needed to implement the medical activities under his/her responsibility, and identifies non-medical support needs (material, infrastructure, transport, etc.), reporting them to the line manager. · Plan and supervise, in close coordination with the HR department, the associated processes (recruitment, training, performance evaluation, development and internal communication) of the staff of the activity in order to ensure both the sizing and the amount of knowledge required, and to improve people capabilities. · Coordinate and monitor the daily working plan of the team under his/her responsibility (absent personnel, vacations, tracking leaves ...). · In collaboration with the Pharmacy Manager ensure an efficient pharmacy and medical equipment management and monitor the rational use of them in all the health posts . · Participate in the programs / project follow-up, quality control, supervise and ensure that medical activities objectives under his/her responsibility are achieved and report to the technical referent any problem arising in the service. · Participate in the monthly reports according to guidelines (i.e. MMR, SitReps, medical statistical reports, etc.) and definition of annual planning, budget for the project |

MISSION AND MAIN ACTIVITIES |
Monitoring of the quality of the program/activity · Responsible for Organization of services and the quality of the medical, physical structures and human resources management. · To ensure good organization of services between different phases and promote continuity of care. · Supervise and support MSF - OCA employees in managing the services: provide recommendations, tools and assistance in the management of the service, especially with regard to the quality of care. · Ensure respect of the protocols, for the consistent and effective application of the established requirements and standards of the Service (hygiene, safety, quality of care and products rules, confidentiality, etc.) · Provide professional support to staff in case of need for better quality of care .
The program/activity management · Follow up, describe, analyze, evaluate and see the activity and strategies, in collaboration with the expat supervisor/MTL. · Analyze the environment, the context, the relevance of the program/activity and carry report to the supervisor. · Be actively involved in activities aiming to identify emerging needs to improve or adapt the area of the project. · Take part in meetings addressing the theme of health (internal and external) in order to identify the needs and discuss the updates to the program.
Care management · Ensure quality care and provide expertise (para) medical for patients or population targeted in case of need and for the proper functioning of the services as per MSF standards . · Check the quality of the management of the patient or target population, the continuity of care and the links.
The supply management (para) medical · In collaboration with the Pharmacy Manager ,ensure proper channels of stock request is done according to MSF protocol · Close follow up on ensuring that the medications and medical supplies reach the beneficiaries · Ensure consumption is recorded well and submitted timely to the respective office.
Human resources management · Support the administration in the definition of the necessary positions, recruitment, replacement, and ensuring balancing of staffs. · Disciplinary, coaching and training of the staff in deferent activities. · Chair and organize regular meetings of the health posts and outreach team. · Organize the flow of information within his team and give correct feedback in relation to MSF policy to the team. · Identify the potential within the staff during the activities and recommend for further trainings or positions. · Exercise vigilance and inform the supervisor in case of error. · Perform and/or coordinate individual staff presence list. · Supervise the training (validate or identify training needs, validate or establish a formal schedule, participate to the (training, make or validate the evaluation), according to the request of the supervision.
Administration · Respect and enforce the rules of procedure, including in the Organization of working time and asking for advice from Fin/Admin Manager if necessary.
Liaison, lobbying and communication · Analyze the response of local and international NGOs activities in the camp in connection with the (s) program/activities. · Implement and ensure cooperation with the network of partnership (Ministry of health ,ARRA ,UNHCR and other partners). · Promoting services and program supported by MSF - OCA with the target audience.

Education | · Essential Nursing graduate or equivalent. · Desirable specialization or training in tropical medicine or public health |
Experience | · Training/experience in tropical medicine and public health · Minimum 3 years of professional experience in a similar management role, preferably in an NGO... · Experience of working with communities. · Proven experience in supervision, management and team training. Leadership, administration and (drafting of reports, etc.) · Good skills of organization, planning, prioritization of tasks and priorities, resolutions of problems. · Work independently and take initiative when necessary with good bargaining power. · Flexibility in terms of working hours and of job description · Commitment to humanitarian values and objectives of MSF |
Languages | · English reading and writing is essential, local Nuer language desirable. |
Knowledge | · Essential computer literacy (word, excel, internet,powerpoint,outlook) |
