Senior policewoman who was 'flashed at by her female boss in row over fake breasts' faces official investigation

A policewoman is under investigation today after a boob job row where her female boss is accused of exposing her breasts in a hotel bar.

Greater Manchester Assistant Chief Constable Rebekah Sutcliffe was suspended in May after she allegedly 'flashed' Superintendent Sarah Jackson. 

ACC Sutcliffe, who earns £109,000-a-year and is off work on full pay, reportedly argued that the breast enhancement surgery undergone by Supt Jackson was 'pandering' to men. 

Now three months later it has emerged that Supt Jackson has also been told she is being investigated, although she is not suspended.

The extraordinary row is said to have come at an event designed to enhance the 'profile and perception' of female officers in May. 

Details of the row also made it to Twitter at the time when one anonymous user wrote: 'ACC Rebekah Sutcliffe suspended because of bust-up (or rather bust out!) with Supt Sarah Jackson' adding the pair argued over 'who's got the best boobs'. 

Greater Manchester Police has called in Durham Constabulary to investigate what happened at a Hilton hotel bar in the city.

A GMP spokesman said: 'At the request of Greater Manchester Police, Durham Constabulary will be investigating a senior GMP officer following allegations of inappropriate behaviour.

'We will not be providing any details about the nature of the incident or the personal life of the officer.'

The bust-up reportedly took place at a hotel bar during the Senior Women In Policing conference, a glitzy event attended by female chiefs from across the country.

The two women are said to have been among the last few guests at the hotel bar one night at the conference and had a loud disagreement about who had the 'best boobs'.

It is not clear who started the argument, with one source claiming that ACC Sutcliffe had been 'comparing' breasts with Supt Jackson, while another insider said there had been a 'ding dong over allegations of false chests'.

One insider said there was concern in the force about 'very senior GMP officers are getting drunk and making utter fools of themselves'. 

During the three-day event at the Hilton hotel in Manchester earlier this month, speakers included Sara Thornton, chairman of the National Police Chiefs' Council, Victims' Commissioner Baroness Newlove and former National Trust director-general Dame Fiona Reynolds.

On the first night there was a charity fashion show where officers took to the catwalk in dresses a far cry from their usual uniforms, and others dressed up as TV cops Cagney and Lacey and Charlie's Angels.

The second night saw a gala dinner where singer Rick Parfitt Jr – son of the Status Quo frontman – played a set and declared online afterwards: 'It's official, policewomen totally rock!!!!' 

In 2010 ACC Sutcliffe was given 'suitable advice' by a senior officer for trying to pull rank and gatecrash a high-security Labour conference hotel.

She was investigated again in 2014. A police watchdog launched a probe into allegations she failed to reveal a relationship with a colleague during a disciplinary hearing.

She was accused of failing to mention that she was in a relationship with Detective Chief Superintendent Paul Rumney, the then boss of the Professional Standards Branch of GMP, and now head of the force's Public Protection Unit.

The complaint alleged it was inappropriate for Sutcliffe to sit on a panel convened to discipline a fellow officer without declaring she was in a relationship with Rumney, whose department had conducted the investigation.

The Independent Police Complaints Commission concluded that there was no deliberate intent by Sutcliffe to withhold information. However, GMP decided that in future she should not chair disciplinary hearings.
