As an international cooperation enterprise for sustainable development with worldwide operations, the federally owned Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its development policy objectives. GIZ promotes reforms and change processes. In Ethiopia, GIZ has been working for more than 50 years in bilateral cooperation on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and on commission of the Ethiopian government and international donors.
The Sustainable Land Management Program (SLMP) is one of the Flagship programs of the Ministry of Agriculture and Natural Resources of the Ethiopian government. It has been designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). Both are designed to strengthen domestic and foreign support as well as planning of investments that contribute to Ethiopia’s agricultural growth and development agenda for addressing issues related to the existing challenges related to land and water resources.
GIZ has been supporting the implementation of SLMP since 2008 in different forms in Amhara, Oromia and Tigray regions. Starting from 2015, GIZ SLM has increased its geographical coverage and included three additional regions, Benishangul-Gumuz, Gambella and Southern Nations Nationalities Peoples’ Region.
GIZ-SURED (Sustainable Use of Resources for Economic Development 2018–2020) will be focussing on the economic development and sustainable utilization of rehabilitated areas. Against this background, GIZ Ethiopia is looking to recruit a Regional Officer Natural Resources Rehabilitation for GIZ-SURED as specified:
Position: Regional Expert Natural Resources Rehabilitation

Place of Work: Bahir-Dar (with frequent duty trips within duty station region and other regions)
Responsibilities:
Represent GIZ-SURED TC at woreda and zonal levels and facilitate its capacity development activities based on systematic gap analysis and principles of GIZ-SURED service delivery approach defined in the Operational Manual (GIZ-SURED OM).
Address capacity development needs on zone and woreda levels via GIZ-SURED trainer database.
Guide cascading of capacity development activities by regional, zonal and woreda SLMP staff.
Support platform functionality at regional, zonal, woreda, kebele and community level.
Support the M&E team in using and monitoring cost-effective Natural Resources Rehabilitation efforts based on decreasing unit costs.
Identify opportunities to ensure maximum employment for utilization of rehabilitated lands.
Tasks:
Compile CD needs from Woreda levels based on systematic assessments of knowledge gaps in SLM and watershed management according to the CBPWD guideline.
Prioritize identified training needs for NRM implementation staff based on the GIZ-SURED priority support matrix as defined in the Operational Manual (OM) for GIZ-SURED service delivery.
Support the development of regional GIZ–SURED TC plan based on priority list.
Organize and provide trainings based on the regional TC plan and on the principles of the GIZ-SURED OM.
Ensure the cascading of trainings to community level according to annual work plan.
Provide coaching to trained trainers during implementation of cascaded trainings.
Plan and schedule regular monthly field visits to zones and woredas.
Coordinate all activities with KfW SLMP technical regional staff.
Provide guidance/support to KfW SLMP zone- and woreda focal persons along the SLMP planning processes including the delineation of micro-watersheds according to official guiding documents and advise/coach woreda experts during the planning phase.
Provide guidance/support to KfW SLMP zone- and woreda focal persons along the SLMP implementation processes of activities under planning and rehabilitation watershed development phases according to official guiding documents.
Liaison with and support the Regional Advisors Economic and Social & Organisational Development in implementation of the economic watershed development phase.
Provide support to SLMP zone- and woreda focal persons to ensure functionality of SLMP platforms at zone, woreda, kebele and community level according to the SLMP PIM and CBPWD guideline.
Advise responsible chairpersons of zone TC and woreda TC/SC on relevant items for agenda of meetings.
Facilitate communication process between SLMP woreda, zone and regional platforms.
Support zone and woreda SLMP focal person(s) on KfW SLMP procurement processes in coordination with FC partners responsible.
Report on monthly basis to the Regional Manager and federal Advisor Natural Resources Rehabilitation.
Communicate knowledge products that improve quality of service delivery to Regional Manager and Advisor Natural Resource Rehabilitation.
Support up scaling of SURED activities to non-project areas.
Carry out data collection for GIZ-SURED M&E system.
Introduce, plan and monitor the implementation of social and organizational development measures.
Performs other duties and tasks at the request of management.
Qualifications and Experience:
University degree (in minimum BA) in an area related to the program objectives, such as: agriculture, rural development, natural resource management, watershed management.
Minimum 5 years of professional field experience in natural resource management especially watershed development, within government, an international agency and/or the private sector.
Excellent capabilities as trainer including participatory training methodology, planning and evaluation of training events.
Knowledge of the GIZ rules and regulations and of GIZ project cycle management is an asset.
Technical knowledge in the fields related to SLM/SURED is an asset.
Good practical experience on soil and water conservation measures, participatory watershed development planning, and participatory land use planning.
Knowledge and understanding of SLMP guiding documents (PIM, CBPWD, Exit / Sustainability Strategy, Operational Manual, etc.) is an asset.
Excellent skills and experience with relevant sector actors.
Proven capacities for systemic and strategic thinking, planning and management.
Excellent knowledge of English and regional language, written and spoken.
Good working knowledge of standard computer applications such as MS Office applications (Outlook, Word, Excel, PowerPoint etc.).
Experience in developing and building good working relationships with government authorities and with other public and private sectors.
Excellent communication skills on different hierarchical levels, including conflict management skills.
