Paul T. Pia, 46, of 597 S. Pacific St., was charged with disorderly conduct and possession of marijuana. He was released on a promise to appear in court on April 22.
Officers had earlier escorted Pia out of the area after a complaint from a Downtown Ambassador that he was being loud and abusive, police said.
Later, officers were conducting a foot patrol at about 2 p.m., they were dealing with a small group of people on a suspicion of someone smoking marijuana, police said. They noticed a man unbuckling his pants and urinating in the doorway of Payless ShoeSource at 55 Bedford St., police said.
He was detained, and officers discovered a small amount of marijuana in his possession, police said.
Police stepped up patrols in the downtown area after the stabbing death of Stamford resident Antonio Muralles last month outside the McDonald's. Three people have been charged in connection with his homicide.
