It was the same thing for GTA IV on PC so this isn't surprising.
If this is coming out in March surely there would be an announcement by now? They announced they console version over a year before release.

Just looked up myself PC version of 4 was announced in Aug for a Nov release.

I'm going to assume Rockstar are not eager to open up the world of modding to the PC when even the console versions are having such problems with exploits.
