SMS has a 160 character limit.
Twitter started in 2006 when smartphones weren't the norm. Feature phones were the norm and Twitter had (and probably still has) a feature to tweet via SMS.
I read somewhere that a 20 character limit was for a short code for the SMS app used to send the tweet. I can't find a source for this. Thus, a (160 - 20 =) 140 character limit was set for the tweet.

The reason I think, once it becomes popular, the creater would monetize using remaining 20 characters advertisement to match 160 characters of Standard Text Message which could be sent through networks too.
I believe that twitter began as a complementary SMS service, so they could use the 160 characters in english(utf8), but thay prefer (i think) more flexible approach and use maximum lenght in sms using the unicode code (140). This restriction is more about SMS protocol limit that twitter design choice
A tweet is meant to be short and crisp. Going with the base meaning of the word “tweet’ doesn’t mean you sit there and write a paragraph. A tweet means to be small, keeping it short and simple.

When twitter was defining their message length they took the 160-character SMS message length, reserved 20 characters for the user address and, as a result, the 140-character twitter message length resulted.
