Graft sa ex-PhilPost execs pinagtibay ng Ombudsman
MANILA, Philippines – Pinagtibay ni Ombudsman Conchita Carpio Morales ang pagsasampa ng kasong graft sa Sandiganbayan laban kina dating Philippine Postal Corporation (PPC) Postmaster General Hector Ronald Villanueva, Chief Executive Staff Juliana Dimalanta, at dating Assistant Executive Secretary Antonio Corrado.
Ito ay makaraang makitaan ng Ombudsman ng probable cause para papanagutin ang mga nabanggit sa paglabag sa Republic Act No. 3019 (Anti-Graft and Corrupt Practices Act) dahil sa paggamit ng posisyon para sa pansariling interes.
Bukod dito, si Corrado ay nahaharap pa sa tatlong counts ng paglabag sa RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees) dahil sa kanyang illegal appointment bilang PPC legal/management consultant.
Pinagtibay din ng Ombudsman ang administrative liability ng mga PPC officials na sina Gloria Miranda, Marietta Bertillo, Veneracion Tuason, Eden Gallevo, Evelyn Bañares at Olivia Panganiban dahil sa Simple Neglect of Duty kayat sinuspinde ng tatlong buwan ng walang sahod.
Sa record noong June 2007 hanging 2010, si Corrado ay mayroong posisyon na legal/management consultant para sa Office of the Postmaster General at Assistant Executive Secretary sa Office of the President, at tumatanggap ng PPC allowances, salaries at merging reimbursement ng hotel/restaurant expenses na may kabuuang P1.05 million.
“Under Section 13 Article VII of the 1987 Constitution, the President, Vice-President, the Members of the Cabinet, and their deputies or assistants shall not, unless otherwise provided in this Constitution, hold any other office or employment during their tenure,” noting that the “disqualification is absolute,” nakasaad sa resolution ng Ombudsman.
Sa ilalim ng Administrative Code of 1987, walang sinumang elective o appointive public officer o empleyado ang tumatanggap ng dagdag na compensation maliban kung inootorisahan siya ng batas.
