DepEd officials pinakakasuhan sa cellphone procurement

MANILA, Philippines - Pinakakasuhan ng graft ng tanggapan ng Ombudsman ang da­ting tatlong matataas na opisyal ng Department of Education (DepEd) sa Tagum City, Davao del Norte matapos mapatunayang may probable cause para maidiin sa kasong paglabag sa Section 3(e) ng Anti-Graft and Corrupt Practices Act (Republic Act No. 3019) hinggil sa maanomalyang pagbili ng 32 units ng cellular phones na may halagang  P317,380.00 noong  2007.

Sa anim na pahinang resolusyon na ipinalabas ni Deputy Ombudsman for Mindanao Rodolfo Elman, guilty umano sina dating Schools Division Superintendent Aurora Cubero, Division Superintendent Salvacion Yumang, at Administrative Officer Emma Betonio sa naturang anomalya.

Sa record, lumabas na noong November 2007, ang mga respondents ay nag-facilitate sa pagbili ng 32 cellphones sa pamamagitan ng pagsa-shopping at pagkakaroon ng cash advance na nagsasabing ang naturang mga  items ay matin­ding pangangaila­ngan ng mga opisyal ng ahensiya.

“The prevailing threshold for shopping (in 2007) was only P50,000.00 for unforeseen contingency requiring immediate purchase, while P250,000.00 for ordinary or regular office supplies and equipment not available in the procurement service…there is no showing that the cellular phones are ordinary or regular office supplies”,  saad pa sa resolusyon ni Elman.
