At last, Scott Walker is taking concrete steps toward his presidential candidacy.

The Wisconsin governor, who has been actively campaigning all year, is filing paperwork this morning with the Federal Election Commission establishing a presidential campaign committee. He is expected to hold an announcement rally later this month in Wisconsin.

Mr. Walker will be one of the last major candidates on the Republican side to enter the White House race (Gov. John Kasich of Ohio is also considering a bid). Mr Walker’s declaration is all but a formality, since he has been spending a fair amount of time in Iowa at campaign-style events.

He delayed filing his presidential paperwork in part so he could raise unlimited sums for a political committee set up to back his eventual run, and he is expected to formally announce his candidacy on July 13.

To hold his position in the state before the first Republican nominating contest, the Wisconsin governor has become more conservative on marriage and immigration.
