The new style of floppy wide-brimmed felt hats is a problem in the windy streets, especially on 23rd Street and Fifth Avenue, a corner that’s said to have been known in the 1920s as “23 Skidoo” because of the admonishment police would shout at men who waited there to see the wind lift the skirts of female passers-by.
